Vehicle Replacement Programme Manager

As our Vehicle Replacement Programme Manager, you’ll understand the complexity of our frontline operations and use your experience in vehicle specifications or conversions to drive innovation in vehicle design, conversion and procurement.  Acting as the technical design authority, you’ll ensure compliance with legislation and national police design standards while delivering solutions that meet operational needs.  You’ll work closely with our frontline colleagues to create suitable vehicle specifications to meet the requirements of all stakeholders and work closely with our procurement teams to manage end-to-end procurement processes.

 

MAIN RESPONSIBILITIES

  • To build effective working relationships with frontline officers and staff across the Constabulary to fully understand how vehicles are deployed to provide quality fleet assets that are fit-for-purpose in the most arduous of conditions.
  • To create comprehensive vehicle conversion specifications and standards, acting as Subject Matter Expert.
  • Working with our regional procurement teams, to prepare tender specifications and invitations to tender for goods and services as required and evaluate tender responses.
  • To establish effective working relationships with vehicle convertors, clearly detailing our build requirements and monitoring the progress of vehicle conversions from initial design conversations through to vehicle handover.
  • Undertake the role of project manager for vehicle conversions, conducting regular supplier visits to quality assure vehicle conversions and monitor the timely delivery of new vehicles according to agreed delivery deadlines. This will also involve the management of complex high-cost projects where the role holder will be required to oversee the specification and delivery of specialist and/or complex vehicle conversions.
  • To Quality Assure, inspect and sign off prototype builds, ensuring they meet specifications and operational requirements.
  • To document and catalogue vehicle specifications for each type of vehicle operated by the Constabulary. Specification documents will detail the output expectations along with clear bills of materials to enable the cost-effective conversion of vehicles.
  • Work with suppliers to identify cost-efficient transport methods for vehicles to be delivered to vehicle workshops prior to entry to service.
  • Working with the Delivery Manager for Transport Services, to agree and deliver the Constabulary’s 150-200 vehicle annual replacement programme, ensuring that vehicles are built on-time and within budget, working closely with our regional procurement teams to use national procurement frameworks where possible.
  • To create new fleet records, uploading technical specifications onto our fleet management systems.
  • To manage vehicle registration and documentation processes, working closely with vehicle manufacturers to ensure that vehicles are correctly registered as police vehicles and that all other delivery documentation and certification is added to our fleet management systems.
  • To make recommendations to the Workshop Manager and Workshop Controllers around new vehicle servicing and maintenance recommendations, ensuring that routine inspection and maintenance activity and statutory testing programmes are loaded onto our fleet management systems when vehicles enter service.
  • To actively participate in weekly workshop planning meetings to ensure that Workshop Controllers are aware of the pipeline of new vehicles, and workshop time is arranged for into-fleet PDI processes to be completed by our police vehicle technicians.
  • To oversee the delivery of new vehicles to our police workshop, completing quality assurance checks on handover / delivery.
  • To work with the Workshop Manager to proactively identify opportunities for continuing product training for vehicle technicians, ensuring that new products and technology is communicated to the technical teams, whilst ensuring that new vehicles are delivered with the appropriate training and tooling where possible.

 

RELEVANT EXPERIENCE / QUALIFICATIONS

  • Recent, relevant experience in a similar field. This could be as a vehicle design engineer, or in volume vehicle conversions, vehicle procurement or the management of an emergency vehicle fleet.
  • A good working knowledge of associated vehicle design and procurement legislation, such as Road Vehicles (Construction and Use) Regulations (1986), Road Vehicle Lighting Regulations (1989) and Procurement Act (2023).
  • Strong project management skills with experience of managing long terms projects, gathering information, liaising with key stakeholders and delivering outcomes within specific deadlines.
  • Experience working with fleet management systems and MS Office programmes such as Outlook and Excel, including the ability to manipulate large spreadsheets of numerical data and draw statistics from them
  • Excellent verbal and written communication skills, with an ability to engage internally with all levels of the organisation and externally with industry peers and suppliers.
  • Strong interpersonal skills with an ability to build effective working relationships, influence and negotiate with suppliers.
  • The role holder must hold a full UK Category B driving licence (manual) and be prepared to become a Force authorised driver following a police driving assessment.
