Job Title: Technical Project Manager - Operational Support Unit

Salary: The starting salary is £ 63,409, which includes allowances totalling £3,009.

The salary is broken down as £ 60,400 basic salary, which will increase annually until you reach the top of the scale £65,886. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

As Technical Project Manager, you’ll play a crucial part in protecting London by managing a team of multi-disciplinary technical specialists.  You will be responsible for the successful end-to-end delivery of small to medium scale technology projects that directly support frontline policing and corporate operational outcomes. Working with the Head of Infrastructure and other Technical Leads, you will be responsible to ensuing that solutions are operationally effective, secure, ethical, and delivered to a high professional standard, in line with the New Met for London operating model.

You will need to manage the full project lifecycle—from concept definition and requirements capture through design, delivery, testing, deployment, and post‑implementation review. Projects may include software development, hardware engineering, system integration, deployment of off‑the‑shelf technologies, and the development of bespoke technical solutions to meet policing needs.

The role combines clear leadership responsibility with technical and delivery assurance, ensuring risks are understood, benefits are realised, and outputs inspire confidence from operational stakeholders and senior leaders. Key responsibilities of the role are defined below:

As Technical Project Manager, you’ll help to keep London safe through managing a team of multi-disciplinary technical specialists. You’ll be responsible for the successful end-to-end delivery of small to medium scale technology projects that directly support frontline and corporate operational outcomes. It’ll be your responsibility to ensure technology projects are effective, secure, ethical and delivered to a high standard.

Key responsibilities:

  • Lead the end‑to‑end delivery of multiple concurrent technical projects, defining and managing scope, milestones, dependencies, resourcing, and success measures.
  • Manage delivery risks, issues, assumptions, and decisions to ensure projects achieve agreed operational outcomes and benefits, including post‑deployment learning.
  • Provide clear, timely reporting and escalation to senior leadership and governance forums.
  • Line manage and develop a multidisciplinary team, setting priorities, managing workloads, and promoting safe, sustainable ways of working.
  • Coach and performance manage staff, fostering a culture of professionalism, accountability, innovation, continuous improvement, and wellbeing.
  • Provide technical oversight of solution design, feasibility, integration, and delivery, owning project‑level technical risk and mitigations.
  • Assess and assure off‑the‑shelf and bespoke hardware/software solutions for quality, resilience, security, and operational suitability.
  • Ensure appropriate quality assurance, configuration control, and technical documentation standards are maintained.
  • Translate operational and business needs into clear technical requirements, balancing competing priorities in a dynamic environment.
  • Engage and manage suppliers, contractors, and partners in line with security, governance, and procurement requirements.
  • Communicate complex technical and delivery information clearly to non‑technical audiences.
  • Ensure compliance with organisational governance, financial, legal, security, and assurance requirements, and that projects withstand audit and external scrutiny.

Project Leadership & Delivery

  • Lead the planning, execution, and delivery of multiple concurrent technical projects across the full lifecycle.
  • Define project scope, success measures, milestones, timelines, dependencies, and resource requirements.
  • Maintain and actively manage project risks, issues, assumptions, and decisions.
  • Ensure delivery aligns with agreed operational outcomes and benefits, including post‑deployment review and lessons learned.
  • Provide timely, accurate reporting and escalation to senior leadership and governance forums.

Team Leadership & Management

  • Line‑manage and lead a multi‑disciplinary team of engineers and technical specialists.
  • Set clear priorities, manage workloads, and ensure safe, sustainable ways of working.
  • Provide coaching, development support, and performance feedback.
  • Foster a culture of professionalism, innovation, accountability, and continuous improvement.
  • Support staff wellbeing and skills development in line with organisational values and expectations.

Technical & Delivery Assurance

  • Provide technical oversight and assurance on solution feasibility, design choices, and integration approaches.
  • Own technical delivery risk at project level and ensure mitigations are identified and implemented.
  • Evaluate off‑the‑shelf technologies for fitness for purpose, resilience, security, and operational suitability.
  • Oversee the development and testing of bespoke hardware and software solutions.
  • Ensure appropriate quality assurance, configuration control, and technical documentation standards are met.

Stakeholder & Operational Engagement

  • Work closely with operational policing units to translate business and operational need into clear technical requirements.
  • Balance competing priorities and timelines in a dynamic operational environment.
  • Engage with external suppliers, contractors, and partner organisations in line with security and governance requirements.
  • Communicate complex technical and delivery information clearly to non‑technical audiences.

Governance, Risk & Compliance

  • Ensure projects comply with organisational governance, security, financial, and assurance processes.
  • Support compliant procurement activity by defining requirements, supporting evaluations, and managing supplier delivery inputs (within delegated authority).
  • Maintain compliance with data protection, information security, legal, and ethical standards appropriate to law enforcement technology.
  • Ensure projects can withstand audit, assurance, and external scrutiny.

You may sometimes be working outside office hours, so you’ll need to be flexible. And while this is an exciting role, your discretion is vital – which includes having or applying for MV/SC security level clearance.  This is a supervisory role and leadership experience will be expected.

Annual leave:

For police staff, annual leave entitlement depends on your length of service as follows:

  • less than five years’ service – 28 days
  • five years’ plus service – 33 days

The Alpha pension scheme is a CARE (career average revalued earnings) pension scheme which offers a guaranteed pension with an optional lump sum, based on the earnings you receive during your career. The Met and you will contribute, and you will receive tax relief on the contributions you make.

The Partnership pension scheme. The value of the pension pot when you retire will depend on the contributions paid in and the returns on your investments. You can use the resulting pot to fund your retirement. The Met will make contributions on your behalf, and you will receive tax relief on any contributions you make.
