Strategic Planning Manager (Qualified Planner)
The Constabulary’s Estates & Facilities team are seeking an experienced, RTPI or RICS qualified Strategic Planning Manager To lead on all Town and Country Planning matters on behalf of the Director of Estates & Facilities, Police and Crime Commissioner (PCC) and Hertfordshire Constabulary. To assess the impact of developing and future planning policy upon policing, recommend and action strategies to protect policing infrastructure and resources, including contributions from the development industry, to enable the communities of Hertfordshire to be protected from harm.
To lead negotiations on behalf of the PCC and Hertfordshire Constabulary with planning authority officers and legal representatives, to protect the interests of the PCC and Hertfordshire Constabulary.
To contribute to achieving the vision, purpose and values of Hertfordshire Constabulary.
Key Responsibilities
- To negotiate and secure developer/planning contributions in the form of S106 agreements, the Community Infrastructure Levy and by private treaty to values exceeding £1million to support operational policing as appropriate
- To assess the impact of developing and future planning policy, recommending and developing strategies to protect the Force’s infrastructure and resources, including contributions from the development industry, to enable infrastructure development to support our growing communities
- To submit representations, notices and documentation to the relevant authorities in respect of planning policy, objections, applications and appeals.
- As a key part of the Estates and Facilities Dept, on behalf of the PCC and Hertfordshire Constabulary, be the lead officer for all local, regional and national planning issues which strategically impact upon policing and the PCC’s estate legal interests
- To provide professional advice and guidance in respect of planning matters to the PCC and Hertfordshire Constabulary, including the Director of Estates & Facilities and operational policing
- To lead and give advice on interpretation of existing and emerging planning policy to assist the preparation and/or implementation of the Estate Strategy
- To lead on planning applications and planning appeals
- To be the lead officer on behalf of the PCC and Hertfordshire Constabulary to support national and regional police and emergency service working groups, including APCC, NPCC and NPEG, in the development of joint policy and the submission of representations to national, regional and local government
Qualifications & Experience
- Degree/Level 6 qualification in Town and Country Planning, or a similar discipline, giving exemption from the Royal Town Planning Institute (RTPI) or Royal Institution of Chartered Surveyors (RCIS) qualification.
- Member of the Royal Town Planning Institute (MRTPI) or Planning Faculty of the RICS (MRICS).
- Comprehensive knowledge of planning law and associated legislation.
- Knowledge of and/or contacts with planning authorities within the region.
