Applications are invited from suitable for the learning manager position within the Learning and Development Team at HQ.
The learning manager role involves planning, developing and coordinating approved training products, and techniques for police officers and staff roles within Cumbria Constabulary, including supporting the development of new police officer entrants to the organisation as well as ongoing training in order to meet the constabularies requirements. The postholder will manage the online apprentice digital account, supporting departmental managers with recruitment and onboarding of apprentices. The postholder will also be responsible for managing the initial entry degree apprentice collaboration with our HEI training provider. The postholder is also responsible for quality assurance, evaluation and reporting across various programmes.
The shift pattern is Monday to Friday in line with for constabularies current training day. The force operates a flexible working policy.
Applicants will hold an externally recognised training qualification e.g. NVQ Level 4, Cert Ed., CTLLS or equivalent and an understanding of quality assurance within a training establishment and being able to work collaboratively are essential. Applicants should hold or be willing to work towards an IQA award and assessing in the workplace award or equivalent.
The successful candidate must be willing to:
- Ensure the Learning Support and Standards Team provides and promotes a professional ‘client based’ customer service.
- To oversee, advise and be the main point of contact for the PCER programmes with the College of Policing and HEI partner, particularly in relation to apprenticeship requirements.
- Lead and advise on assessment and accreditation of qualifications, including apprenticeship programmes and programmes associated to the PCER.
- Advise on the most effective, efficient and economic method of delivery for training and development initiatives including the recommendation of suppliers for apprenticeships ensuring quality of provision.
- Lead on engagement with external partners and stakeholders (Colleges, Universities, Education Skills Funding Agency, College of Policing and Awarding Bodies) on issues relating to apprenticeships.
- Lead on the management of the Digital Apprenticeship Levy System; assisting in the allocation and monitoring of spend to meet requirements, in liaison with the Finance Department.
- Ensure the quality assurance requirements of the learning and development function are met, including those required by the College of Policing for Licensing purposes and the management of Ofsted inspections to ensure compliance with partner organisations.
- Ensure the training delivery is measured, validated, evaluated and performance measured, (including PCER, the Digital Apprenticeship Levy System, the Register of Apprenticeship Training Providers) ensuring compliance with sector regulations e.g. Education Skills Funding Agency, Awarding Bodies and the College of Policing.
- Comply with Health & Safety legislation, policy and procedure.
- Maintain standards of professional practice in line with the Code of Ethics and Upstander Training.
- Promote equality, diversity, and Human Rights in working practices.
- Provide specialist advice and knowledge.
- Promote and comply with Cumbria Constabulary’s policies on equal opportunities, safeguarding and health and safety both in the delivery of service and the treatment of others.
- Be responsible for improving your performance by participating in the Performance Development Review (PDR) process with your line manager.
- Carry out any other duties which are commensurate with the role and consistent with the nature, responsibilities, and grading of the post.
In addition, the role demands the following criteria:
Essential:
- A degree or master’s qualification
- An externally recognised training qualification e.g. NVQ Level 4, Cert Ed., CTLLS or equivalent
- An understanding of quality assurance within a training establishment and being able to work collaboratively.
- Experience of working on own initiative and solving problems
- Experience of communicating effectively with both individuals, groups and stakeholders and working within large, multisite organisations.
- Experience of working with minimal supervision and organising workload
- Experience of working effectively as part of a team
- Experience of maintaining accurate records and updating systems
- Experience of planning and prioritising workload
- The candidate must be IT literate and able to work effectively across a range of IT systems
