About the team
The Change Portfolio Office has the exciting yet challenging role of overseeing programmes, projects and change initiatives that make up the City of London Police’s portfolio of change, these vary greatly from technology, organisational design to national projects and programmes. We are focused on delivering change to meet the future needs of the business and to achieve the ambitions of our Policing Plan. Key to the successful delivery of this portfolio is the ability to deploy extensive change and project management skills, professionalising the team and driving a culture of continuous improvement across the force. The team has two arms, Programme Delivery and Change Portfolio.
The Online Crime Centre (OCC) is a new multi-agency public-private partnership capability targeting crime committed online. By combining law enforcement and industry expertise, the OCC will identify, prevent, disrupt and block online criminal activity and its enabling infrastructure.
About the role
As a senior project manager, you will be expected to successfully manage and deliver a varying nature of projects and programmes on behalf of the City of London Police. We are looking for dynamic, enthusiastic, and strong individuals with a drive to deliver on time and in budget, ably supported by a team of Project Managers, Business Analysts and Project Co-ordinators. Experience in policing or public sector is desirable but not essential, but experience of delivering change in a complex environment is.
Responsibilities
In this role, you will be:
- Take responsibility for the development of staff, providing leadership, advice, support, and develop individuals to establish a highly performing team.
- Supervise teams of Project Managers, Co-ordinators and Business Analysts to drive the successful delivery of change.
- Ensure implementation of the project life cycle and utilise management products and frameworks for all projects in their area, as defined by the Portfolio-arm.
- Be responsible for the preparation, implementation, and review of project plans according to PPM standards on behalf of the SRO/Project Executive and in conjunction with stakeholders, for own area of work and the programme of work for all Change Portfolio Team Members employed by City of London Corporation and contract staff.
- Have primary responsibility for ensuring that the projects in the portfolio produce the required products within the specified tolerances of time, cost, quality whilst managing the scope and risk to achieve the benefits.
Requirements
Your application will be scored against the criteria listed below for shortlisting. Please ensure that you reference your ability, knowledge and experience against these points in your application.
- A recognised and current qualification in Project and Programme Management to a practitioner level from a body such as APMG is essential. These could be Management of Successful Programmes (MSP), Praxis, Prince 2, or similar qualifications.
- Experience and certifications in any of the following (or other recognised accreditation in the same field) are highly desirable: Change Management, Portfolio, Programme and Project
Offices (APMG - P30); Management of Risk (M_o_R); Management of Value (MoV));
Information Technology Infrastructure Library (ITIL) or an equivalent degree/ qualification.
- Extensive experience of successful delivery working within a senior project and programme management environment.
- Extended knowledge of, or direct experience in, applying programme and project management approaches such as MSP and PRINCE2.
- Significant experience in managing complex projects, within a dynamic environment, & use of formal system(s).
