MAIN PURPOSE OF ROLE

 

ROCU Prisons Gateway (RPIU)

To act as the dedicated initial point of contact for policing and partners when contacting RPIU. Staff enable collaboration with colleagues in partner agencies to share data and intelligence to facilitate cross-sector working practices.

To appropriately signpost Police and partner colleagues, dependant on the nature of the enquiry

Intelligence Processing

Staff act as the dedicated intelligence gateway for the Regional Prisons Intelligence Unit; receiving, assessing, sanitising and disseminating intelligence between RPIU and stakeholders in compliance with the National Intelligence Model; allowing investigators to benefit from intelligence gained whilst protecting capability and methodology. This is achieved by managing intelligence via the West Midlands Police Connect IT system and other NIM compliant systems. 

Intelligence assessment

The RPIU Gateway highlight investigative opportunities by way of maintaining an overview of intelligence. Staff working with the RPIU researcher and analyst gather and assess covert and overt intelligence to identify trends, issues and opportunities. 

Intelligence Development

Staff collate and format covertly acquired intelligence, and to research and collate it with non-covert data sources, and to produce reports, alongside the research and analysis function. Where tasked the applicant may produce intelligence products that meets the operational objectives whilst protecting all covert sources from which the intelligence was derived.

KEY RESPONSIBILITIES

Intelligence Handling Skills

  • Sanitise intelligence into a form suitable for dissemination, and request and manage Form of Words if appropriate.

  • Evaluate information to determine its intelligence potential (e.g. performing a primary assessment of whether intelligence that is provided by a supplier meets the intelligence requirement).

  • Understanding the operational picture and intelligence requirement, Identifying intelligence gaps;

  • Maintain a personal knowledge of covert techniques and their application to proactive and reactive investigations, including applicable legal and regulatory constraints

Skills

  • Be the initial gateway point of contact for ROCU Prison, signposting and answering inward calls for service and handle prioritisation of intelligence requests;
  • Understand questions and coach intelligence requester in the sorts of questions that can be answered;
  • Evaluation of returned data for usefulness and trends;
  • Format and collate data flowing through the RPIU and Apply of filters, formulas and lookups to spread sheet data;
  • Use of IT systems which enable data restructuring and presentation.
  • Interrogate appropriate Force and National databases and systems to develop intelligence and external systems to parallel source sensitive intelligence;
  • Contribute to the preparation and presentation of intelligence summaries and subject packages to support investigations;
  • Develop new and innovative ways to report findings to support outcomes;
  • Influencing and negotiating with stakeholders;

 

Knowledge & Experience (including qualifications)

  • Post holder must be able to complete appropriate role-specific training on intelligence systems, including online distance learning.
  • Post holder may work toward Intelligence Professionalisation Programme (IPP) whilst in post.

Essential Requirements

  • Demonstrate highly effective interpersonal communication skills: including verbal and written skills.
  • Ability to work under pressure, prioritise workloads and produce accurate work within deadlines; with minimum supervision whilst remaining team focused.
  • Ability to use of own initiative to build relationships with other Intelligence Units or specialist providers of capabilities.
  • Demonstrate flexibility and ability to work under pressure to meet deadlines, prioritising workloads and progressing issues, with minimal supervision.
  • Possess IT skills, including literacy in common software packages such as Microsoft Word, Excel and Power Point.

Desirable Requirements

  • Can demonstrate experience and understanding of handling sensitive information and covert policing tactics.
  • Knowledge of the National Intelligence Model (NIM) and NPCC Guidance on the Management of Police Information (MOPI).
  • Knowledge of police systems and policing; current legislation, policies and procedures (e.g. GDPR, Human Rights Act, CPIA).
  • Should have an interest in and be willing to maintain personal knowledge of changes in IT and Communications technology

Hours:

This role is a job share post for 2 days per week (ideally Thursday & Friday but negotiable) where the co-share has reduced their hours from full time.

The post holder will be contracted to work 14.6 hours per week but will need to be flexible to meet the demands of the post and may have to work outside normal core hours.

Core hours are 07:30 hours to 15:30 hours with a 42minute lunch break.

Location:

Role is based in central Birmingham with regional deployments as required.

Vetting-

Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
