The main purpose of the role is to plan, lead and oversee all configuration activities for software or systems (including the Records Management System), ensuring that software and hardware quality meets Warwickshire Police goals by defining test strategy, creating test scripts and data, creating and executing the test plan with key resources, including defect management.


Main Responsibilities:

  1. Manage the Configuration and Release process efficiency of the Force RMS and any other designated Force applications
  2. Develop comprehensive test strategies that define standards, test tools, and data for the Warwickshire Police’s Records Management System
  3. To create a detailed test and release plan that includes (but not limited to) unit, system, integration, regression test relating to functional, non-functional, security related pen tests and disaster recovering testing
  4. Coordinate and supervise testing activities (manual and automated) to ensure thoroughness
  5. Ensure software releases meets quality standards, functions correctly, and aligns with user requirements
  6. Ensure compliance with policing data governance, retention, and audit requirements, whilst ensuring documentation is up to date and available in the Force Knowledge library
  7. Identifies and escalates potential issues, risks and bottlenecks early in the processes to Programme/Project Manager/Head of Service
  8. Produces reports on Test progress, defect status and overall quality to Programme SLT Team
  9. Provide expert user advice to system admins, business teams, managers and users of the RMS and other Force designated applications
  10. Lead a high-performing team of 2 x Configuration Analysts, ensuring effective management of configuration processes, driving performance, quality, and continuous improvement across services and systems
  11. All members of the workforce are to comply with all Health and Safety regulations in accordance with the Warwickshire Police Health and Safety Policy
  12. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required

Special Conditions: 

Requirement to participate in on call rota

Regular travel throughout Warwickshire.


Person Specification:

Knowledge:

  • Technical knowledge of Software Development Lifecycle (SDLC)
  • Knowledge of key testing tools such as Postman, SoapUI, JMeter, LoadRunner, JIRA 
  • Project Management knowledge of planning, risks and creating dashboard/metrics
  • Knowledge of creating test data
  • Knowledge of ISO29119 series, ISO25010, ISO9001 and principles
  • Knowledge of ITIL processes and procedures
  • Hold ISTQB Certified Tester Foundation Level and/or ITIL Foundation v3 or higher
  • Understanding of pen testing lifecycle, key methodologies
  • Knowledge of, or willingness to learn
    • Data protection legislation (UK GDPR, Data Protection Act 2018).
    • OFFICIAL–SENSITIVE data handling requirements and MOPI

Experience:

  • Over 5 years’ experience in developing comprehensive Configuration processes and procedures
  • Experience of creating a test strategy for complex systems, coordinating across development, operations and suppliers  
  • Over 5 years’ experience in developing and executing detailed test plans with a high attention to detail
  • Creating test data & scripts
  • Liaising with senior stakeholders to achieve outcomes, including attending internal boards and external supplier groups
  • Implemented test framework and processes to improve efficiency whilst testing
  • Developed a robust reporting mechanism (e.g. dashboard, reports) detailing test status
  • Managed end to end testing Lifecycle across multiple projects from planning, estimation to defect management
  • Led cross a functional team, across multiple projects within complex programme’s
  • Knowledge of Testing Tools such as JMeter, LoadRunner
  • Knowledge of ITSM & CRM tools, JIRA, Halo etc.

Key Skills:

  • Hold a minimum of ISTQB Certified Tester Foundation Level and/or ITIL Foundation v3 or higher
  • Strong analytical and problem-solving capability under pressure.
  • Experience in developing testing methodologies, tools and framework
  • Experience in developing a comprehensive test approach and roadmap
  • High standards of testing documentation and audit readiness.
  • Attention to detail, ensuring thoroughness in testing all aspects and quality
  • Able to troubleshoot issues/defect through to resolution
  • Clear communication with technical and operational stakeholders
  • Ability to operate calmly in critical incident and on-call environments
