Job Title: OSS - CREST Team Member

Salary: The starting salary is £36,228, which includes allowances totalling £3,009.

The salary is broken down as £33,219 basic salary, which will increase annually until you reach the top of the scale £35,541. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

The OSS CREST (Criminal Exhibits Support Team) provides exhibits support to officers and staff across the MET in particular handling, retention and disposal decisions, process and policy across the full range of Criminal Exhibits. The team work closely with local (LCES) and central criminal exhibits stores (CCES) and provide training and ensure compliance across areas such as CONNECT and in specific areas such as Frozen Exhibits, Firearms and Ammunition and Cash Banking. They also work closely with the Criminal Exhibits Transformation Program (CETP).  

There are four distinct activity areas within CREST – Administration, Digital, Review/Retention/Disposal (RRD), Compliance & Training. This role covers all aspects of the team. 

Purpose

The post holders will work within the OSS Criminal Exhibits Support Team (CREST). The role holders will be responsible for oversight and scrutiny across various aspects of Criminal Exhibits, ensuring compliance within all policy and process, drive forward projects to implement change to local and central CES requirements across the MPS. The post holders will work within the core functions CREST RRD, Admin, Compliance & Training and Digital functions and will be expected to support all CREST team activities during absence. Training in each area will be provided.  

Compliance & Training ensure compliance to the agreed standards (as highlighted within the Casey report) & instigate an assurance regime that protects the MPS from additional risk. To develop and maintain training standards for local criminal exhibit stores and act as support for front line policing within Connect and Exhibit Management. This role develops and supports CE PPP (Policy, Processes & Procedure) across LCES, CCES and all property management across the MPS.  

RRD are an established team which manage both physical and digital disposal of exhibits working with all policing systems including CONNECT, IIP, CRIS and archive systems. Their role is to manage the correct retention and disposal of complex exhibits across all Crime Types (serious, major, volume and sexual) along with cold case support. In addition to this they provide support to NANO (No Aid No Operations) officers working on Criminal Exhibits across the estate. 

Digital currently works with different data management and extraction systems utilising such tools as Excel, SQL, Python and Power BI. This in addition to currently managing the central CREST mailbox and supporting officers with detailed and complex exhibit requests.  Stock control and reporting are also included in this function.  

Administration support both the general admin functions of the central warehouse including the Distribution mailbox, finance, general stock management and cross CES process including Freezer Management, Missing, Pava, Health & Safety and Auction process.  

Each CREST function supports both CCES and LCES staff with Compliance Inspections, Stock Counting, Audits, reporting and all activities that fall across MPS Criminal Exhibits. They are also involved in assisting Front Line Policing and other business groups to train out new Criminal Exhibit processes and changes within Connect. To monitor compliance to standards with the objective of reducing unnecessary retention of exhibits, increasing stock integrity and reducing overall exhibit volume and retention costs. 

Key Responsibilities: 

The post holders will work alongside operational and non-operational colleagues in support of operational delivery to ensure CREST maximises the effectiveness of services it delivers whilst meeting the needs of the business and ensuring officers and staff are compliant with policy. The role will provide appropriate support, insight, challenge and direction at an operational level to drive forward MPS priorities relevant to the role holder’s business area.  

This will include but is not limited to: 

  • Training provision of standardised policy, processes and procedures throughout the 32+8 Local Criminal Exhibit Stores (LCES) and Central Criminal Exhibit Stores (CCES). 
  • Travel across FLP, LCES and CCES sites to deliver training and audit provision. 
  • Support development of stock management protocols whilst ensuring correct governance procedures are adhered to through monitoring compliance. 
  • Manage the Criminal Exhibits & FLP audit processes. 
  • Provide management information to support reporting on discrepancy Trends - Independent LCES reviews / reconciliations of anomalies, identifying issues and remedial actions. 
  • Identify and report on local requirements & areas for improvement from CE team engagement cross functionally, FLP, LCES & CCES. 
  • Implement training initiatives and evaluate effectiveness within LCES & CCES & FLP for Connect & CE processes. 
  • Work with CETP (Criminal Exhibit Transformation Program) to support new / change of process, and subsequent impact. 
  • Support maintenance of best practice resources such as SharePoint Criminal Exhibits Hub. 
  • Review / chase annual report(s) submissions – (ASA2 etc.), mandatory training records - (Annual Firearms & Explosives etc.) and Health and Safety reporting.
  • Deliver CE cross-functional induction to assist with on boarding of new staff. 
  • To act as subject matter expert on criminal exhibits across the MPS. 
  • Ensure compliance of operational targets and objectives are met against departmental KPIs. 
  • Holding line managers, individuals and strand leads to account, ensuring MPS Criminal Exhibits policy is adhered to, identifying inconsistency and non-compliance. 
  • Building relationships with all stakeholders working at any location across MPS estate. 
  • Work closely with both LCES and CCES teams developing working relationships to ensure changes to RRD processes are conveyed in the appropriate manner for all stakeholders. 
  • Ensuring RRD actions are implemented in line with process. This to be both practical and digital working with the warehouse. 
  • Engaging with individual stakeholders, expanding knowledge base of CONNECT and RRD process. 
  • Working on digital downloads of all policing systems, creating Power BI, working across different data extraction platforms such as Excel, SQL and Python.
