The main purpose of the role is to provide national leadership and coordination for the operational delivery of police vetting across UK forces.  

To assist in the development of the strategy for an efficient and effective operational vetting function across national policing and the Annual National Vetting Strategic Threat and Risk Assessment (STRA) 

Assist in working in partnership with national police forces and external partner agencies and stakeholders. 

Coordinate the national vetting advisory function that supports forces with complex vetting cases. Provide expert direction, recommended lines of enquiry, and a consistent national approach. 

To ensure that operational practices comply with Authorised Professional Practice (APP) requirements.

Main Responsibilities: 

  1. To provide specialist knowledge, advice and guidance in all aspects of National Police Vetting to inform strategic and operational decision making, interpretation of national legislation, offering guidance and support to all key internal and external stakeholders, and support forces with complex decision making. 
  2. As delegated, act as the NPCC senior point of contact for police forces on vetting matters, advising on risk, compliance and operational impact. 
  3. To develop an operational performance framework and culture of continuous improvement within your areas of responsibility using data to inform decision making and resource allocation. 
  4. Monitor force level operational compliance and performance, identifying areas of risk or inconsistency and initiating targeted support or intervention across UK policing, working in conjunction with the College of Policing. 
  5. As delegated, to represent NPCC Vetting at strategic board level within Warwickshire as well as with partner agencies such as College of Policing, Home Office and HMICFRS. To provide updates of activity, performance, professional advice and contribute to strategic decisions. 
  6. Lead on service delivery, performance, business processes, business practice and improvement activities in relation National Police Vetting and to engage directly with force vetting leads to understand delivery challenges and support continuous improvement, working in conjunction with the College of Policing. 
  7. Lead the development and use of national vetting performance dashboards and risk indicators and provide operational insight and feedback to the College of Policing to help inform updates to national vetting policy and guidance. 
  8. To have a working knowledge of budgetary management and understanding of financial planning, business planning and contract management.
  9. To identify opportunities to improve skills, knowledge and health and well-being of staff and teams to ensure that continuous professional development addresses the changing requirements of the service. 
  10. To coordinate the national operational response to critical incidents or systemic failures in relation to vetting and provide proactive support in relation to HMICFRS inspection activities and the College of Policing in policy development. 
  11. To coordinate the NPCC response to national reports and recommendations. 
  12. Build and maintain strategic relationships with Chief Officers, Force vetting leads and key national stakeholders to ensure coordinated delivery, shared accountability and effective escalation pathways for national vetting issues. 
  13. Ensure integrity, fairness and consideration of the needs of others is incorporated into the daily duties and relationships with colleagues and the conduct and service delivery of allocated portfolio. 
  14. To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

Person Specification:

Knowledge:  

  • Honours Degree in a relevant subject or extensive experience in strategic leadership as a senior manager in a police vetting related service/profession. 
  • Extensive knowledge of legislation and codified policy as they relate to National Police Vetting, including national vetting standards, Code of Practice, Approved Professional Practice, Police Vetting Regulations and the Rehabilitation of Offenders Act. 
  • Proven ability to lead multi-agency coordination and deliver operational assurance. 
  • Strong commitment to police vetting and public service. 
  • Ability to drive change and rigorous performance management of people. 
  • Ability to interpret and respond to performance data and risk indicators. 

Experience: 

  • Extensive experience at a senior management level within a high-pressure department.
  • Experience of researching, validating, and corroborating complex information and presenting this in relevant products.
  • Experience of managing a process-driven environment with a proven ability to continuously improve efficiency and deliver change.
  • Proven experience of enabling organisational and cultural change
  • Demonstrate successful management of programmes and projects.
  • Experience of managing budgets.
  • Experience of assessing and managing risk.
  • Experience of making decisions around risk based on an acknowledged process such as the National Decision Model.
