Job Title: National Police Chiefs Council - Policy and Strategy Manager
Salary: The starting salary is £62,310, which includes allowances totalling £3,009.
The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £72,254. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.
Location: Remote working nationally within UK. NPCC is currently based in close proximity to St James’ Park Underground Station, London and therefore occasional travel will be required to this premise and other Police locations across the UK. Contract: Fixed Term Contract until 31/03/2027 (with the potential for further extension subject to funding and performance).

NPCC STRATEGIC PLANNING AND PERFORMANCE (SPP) TEAM
The Strategic Planning and Performance (SPP) team forms a part of the NPCC Strategic Hub (the Hub), the SPP team provides strategic and business planning functions to the NPCC including research and analysis, stakeholder engagement and partnership working, and risk management capabilities. The SPP team supports the development and coordination of activity across the NPCC, and the team works effectively with partners and stakeholders across policing, building effective, collaborative relationships and ensuring a coordinated response to policing issues at all of levels.
THE ROLE
The SPP team is a team of experienced and innovative subject matter experts drawn from policing and beyond. We are the authors of the Strategic Plan (2025/28) and track the delivery of coordination committee business through committee delivery plans and the NPCC risk management process. Having developed reporting processes. We are at the heart of NPCC business. Wherever possible, our work is evidenced by data and insight presented in thoughtful and creative products.
SPPs wide reach spans government departments and allows us to work closely with forces, the wider policing sector, and its partners. Our subject matter expertise mirrors this, extending beyond strategy and data to providing the NPCC chair with a policy function, to ensure operational policing is heard, understood, and considered in the development of governmental policing policy.
Part of the SPP team, the Policy and Strategy Manager will take a lead role in the NPCC response to initiatives led by Government and issues identified by the policing sector itself. Working closely with the Private Office and NPCC chair, the Policy and Strategy Manager will manage relationships with senior officials and policing sector partners, whilst supporting the NPCC Chair and thematic leads on policy, government and public affair
The successful candidate would need to have the following experiences and skills:
- Political astuteness and skills of tact and diplomacy, discretion, and the need to work within the constraints of confidentiality. Including experience of working in or with public affairs functions.
- Experience of policy or strategy development in a lead or senior supporting role, including the ability to identify and escalate emerging risks, strategic tensions, or shifts in the operating environment, ensuring early visibility for senior decision makers.
- The ability to competently convey strategic findings both in writing and verbally in a meaningful and comprehensive manner to all levels, including staff and external stakeholders to support corporate and operational priorities and inform decision making.
- A strong understanding of the strategic environment the NPCC operates within and its governance arrangements including strategy and business plan.
- The skills to produce timely and high-quality briefings, letters, presentations, and updates for and on behalf of NPCC senior leaders including the NPCC Chair and Vice Chair
- Line management skills and experience.

Occasional national travel may be required. Travel expenses will be paid if location allowance is not being received, or when travel falls outside of the home to work journey. NPCC will pay for overnight accommodation if required.
