Job Title: National CSE Development Coordinator

Salary: Band C. The starting salary is £46,986, which includes allowances totalling £1,000.

Location: Remote working nationally within UK. The Hydrant Programme is currently based in Moss Way Police Station, Sheffield S20 7XX and therefore frequent travel will be required to this premise and other Police locations across the UK. Contract – Fixed Term Contract until 31/03/2027 (with the potential for further extension subject to funding and performance).

 

THE NATIONAL POLICE CHIEFS’ COUNCIL (NPCC)

NPCC HYDRANT PROGRAMME

The Hydrant Programme is a national policing programme supporting the work of the National Police Chiefs’ Council (NPCC) Child Protection and Abuse Investigation Working Group. Originally established in 2014 to coordinate the response to non-recent child sexual abuse but now supporting forces across all child protection and abuse investigation issues.

THE ROLE

To provide national coordination, specialist expertise, and strategic support to police forces and partner agencies across England and Wales in the response to Child Sexual Exploitation, ensuring consistency with national best practice, legislation, and National Police Chiefs’ Council guidance, and improving victim outcomes and criminal justice effectiveness.

The role maintains professional relationships with senior investigating officers (SIO’S), force Child Sexual Exploitation leads, National Police Chiefs’ Council Working groups, regional Tacking Organised Exploitation eads, and partner agencies across England and Wales.

The successful candidate would need to have the following experiences and skills:

  • Advanced knowledge of Child Sexual Exploitation legislation, statutory safeguarding guidance, investigative practice and national policing frameworks, typically gained through significant operational experience in child protection, exploitation investigations, safeguarding, serious crime investigation or related specialist roles, and maintained through continuous professional development
  • Working knowledge of national governance arrangements, inspection frameworks, safeguarding policy and strategic drivers affecting Child Sexual Exploitation and Child Sexual Abuse, with the ability to interpret these requirements and apply them to operational and partnership activity.
  • Strong facilitation and presentation skills to lead discussions, workshops, and formal meetings with diverse professional audiences.
  • Analytical skills to identify emerging themes, risks, and best practice from complex data and operational information.
  • Significant practical experience of serious and complex crime investigations, including direct involvement in Child Sexual Exploitation, Child Sexual Abuse, safeguarding, vulnerability or related investigative disciplines, enabling the post holder to provide credible professional advice and challenge to police forces and partner agencies.

ADDITIONAL INFORMATION

Occasional national travel may be required. Travel expenses will be paid if location allowance is not being received, or when travel falls outside of the home to work journey. NPCC will pay for overnight accommodation if required.

This role does not attract Shift Disturbance Allowance. If you are currently in a shift-working role, SDA should cease upon appointment to this job.
