Job Title: Lead Learning Experience and Programme Designer
Salary: The starting salary is £48,995, which includes allowances totalling £3,009 allowance.
The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Summary:
The Lead Learning Experience and Programme Designer is a senior and hands-on content development role within Learning Solutions. You will be responsible for designing, building, and managing high-quality learning programmes that directly support the Met’s Leadership Academy and broader organisational priorities.
You will lead the creation of structured, blended learning content across key themes such as leadership development, operational policing, public safety, inclusion, and specialist skills. This role blends expert instructional design with strategic programme development and line management responsibility for a team of Band D Programme Designers.
As a senior contributor, you’ll drive consistency, quality, and performance in content design while also delivering content yourself. You will work across business areas to scope learning needs, build curriculum pathways, and align learning to capability frameworks and operational risk.
Key Responsibilities:
- Lead on the design and build of high-quality learning content and programmes—particularly for the Met’s Leadership Academy, supporting talent pipelines and role-based development.
- Line manage Band D Programme Designers and other team members, providing quality assurance, support, and performance development.
- Personally design, write, and structure content for multi-format delivery, including classroom, virtual, self-directed and experiential learning formats.
- Collaborate with internal partners—including SMEs, stakeholders and policy leads—to identify learning needs, co-create content, and sequence learning journeys.
- Lead curriculum reviews and programme redesign work as part of the Met’s BAU learning cycles and curriculum modernisation efforts.
- Ensure content reflects real-world operational priorities, policing context, and values-based leadership development.
- Act as the design authority for cross-functional or multi-programme learning interventions, advising on structure, tone, and learner engagement.
- Work with other teams to embed evaluation, feedback, and learner analytics into content design, using models like Kirkpatrick to support continuous improvement.
- Contribute to the Met’s broader L&D strategy, ensuring all content meets inclusion, accessibility, and compliance standards.
- Develop and implement assessment strategies, including assessment specifications aligned to learning objectives and training outcomes.
- Utilize instructional design methodologies (e.g., ADDIE, SAT) and adult learning principles to ensure learning experiences are impactful, relevant, and sustainable.
- Translate complex operational and policy information into clear, interactive, and engaging learning experiences by designing structured blended learning curriculums using Learning Objectives (LO’s), Enabling Objectives (EO’s), and Key Learning Points (KLP’s) to ensure clear learning outcomes are met.
- Apply appropriate learning taxonomies (e.g., Bloom’s) to define learning levels and structure content accordingly.
