Applications are invited for two Public Protection Review Officer (PPRO) positions within the Leeds District Public Protection Unit (PPU), part of the Safeguarding Department based at Stainbeck Police Station.
This is an excellent opportunity to join a specialist safeguarding team responsible for protecting communities and managing the risks posed by Registered Sex Offenders (RSOs) and other sexual and violent offenders within the community.
As a Public Protection Review Officer, you will play a vital role in supporting offender management and safeguarding activity by monitoring compliance, conducting offender reviews, developing intelligence, undertaking risk assessments and ensuring that statutory responsibilities are effectively discharged. Your work will directly contribute to the protection of vulnerable adults and children, the prevention of harm and the reduction of risk across Leeds.
You will be supported by experienced supervisors and specialist colleagues as part of a highly professional team responsible for managing over 1,300 registered offenders across the district. The role offers significant opportunities to develop expertise in safeguarding, offender management, risk assessment and multi-agency partnership working within one of policing's most important specialist disciplines.
About the Role
As a Public Protection Review Officer, you will undertake a wide range of activities relating to the supervision, review and risk management of Registered Sex Offenders and other managed offenders within the community.
The role focuses primarily on the management and review of low and medium-risk offenders, ensuring compliance with legislative requirements and force policy whilst identifying any escalation in risk that requires further intervention.
You will work closely with Public Protection Officers, partner agencies and safeguarding professionals to gather information, assess risk, support safeguarding activity and contribute to effective offender management plans.
This is a varied and rewarding position that combines offender management, safeguarding, intelligence development, risk assessment and partnership working. No two days are the same, and successful applicants will have the opportunity to develop specialist knowledge within a nationally recognised area of public protection.
Key Responsibilities
Successful applicants will be required to:
- Manage and review a workload of Registered Sex Offenders and other managed offenders in accordance with force policy and national guidance.
- Conduct offender reviews, compliance checks and enquiries to assess ongoing risk and identify safeguarding concerns.
- Undertake structured risk assessments and support the development of risk management plans.
- Monitor offender compliance with notification requirements, licence conditions and court orders where applicable.
- Identify changes in risk and escalate concerns appropriately to supervising officers and management.
- Develop, evaluate and record intelligence to support safeguarding activity and offender management.
- Maintain accurate records on force and national systems, including ViSOR and other relevant databases.
- Work alongside partner agencies including Probation, Social Care, Housing Providers and Health Services to support public protection objectives.
- Attend and contribute to multi-agency meetings where required.
- Ensure information is recorded, shared and managed appropriately in accordance with legislation, policy and information-sharing protocols.
- Support the wider objectives of Leeds Public Protection Unit and Safeguarding Department.

Previous experience within offender management, safeguarding, probation, criminal justice, housing, social care, investigations or risk management environments would be advantageous but is not essential.
Knowledge of ViSOR, MAPPA processes, offender management legislation, intelligence systems and safeguarding frameworks would be beneficial. However, comprehensive training and support will be provided for successful applicants.
