Internet Intelligence Investigators Supervisor - Counter Terrorism Policing

Counter Terrorism Policing is a collaboration of UK police forces working with the UK intelligence community to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

At the West Midlands Counter Terrorism Unit (CTPWM) we coordinate the regional counter terrorist response and provide support to police forces in Staffordshire, Warwickshire, West Mercia and the West Midlands. 

We’re looking for a creative and motivated individual to Supervise our Internet Intelligence Investigators team, ensuring we have an efficient and effective Internet Intelligence and Investigations function that complies with relevant legislation, policy and best practice. 

Based at our modern offices near to Birmingham International Airport, you will work Monday to Friday across a 36.5 hour working week, but an element of flexibility is necessary to meet business needs. You must be willing and able to travel for business purposes and potentially work for extended periods across or outside the West Midlands region. 

Please note that this role is office-based only due to the sensitive nature of the material you will be working with on a daily basis.

The role

You will demonstrate strong and visible leadership to influence the development of the Internet Investigators, ensuring all appropriate resources are suitably focussed and utilised. You will continually improve service delivery and to develop the capability and capacity of the department to enable the most effective service to the unit.

You will manage and quality assure the workload of the Internet Intelligence Investigators, including the preparation of evidential material and the presentation of evidence in court, ensuring compliance with relevant legislation and guidance governing overt and covert internet investigations to withstand inspection from the Investigatory Powers Commissioner’s Office (IPCO). You will also ensure work is prioritised and deadlines are met.

You will be responsible for the coordination of III research across CTPWM including the management of training, systems access, CPD and compliance for III standard users outside of the III team.

You will have proven technical online knowledge, experience and training, as well as a good working knowledge of Microsoft Office products and the ability to interrogate computerised databases.

Responsibilities

  • Supervising the Internet Intelligence Investigation (III) team, managing the performance, training, development, attendance and wellbeing of the staff in accordance with the correct policies and procedures.
  • Managing training, systems access, CPD and compliance for all levels of III practitioner across CTPWM.
  • Management and delivery of monthly performance and financial returns.
  • Providing professional tactical and technical advice, guidance and policies to internal customers and external partners to ensure a consistent approach to III work across CTPWM.
  • Ensure compliance with relevant legislation as well as both local and national III policies through audit.
  • Provide professional oversight and direction to staff who are trained in Internet Intelligence and Investigations (III) across CTPWM.
  • Developing online strategies in relation to on-going operations and in response to live-time incidents within CTPWM and/or in support of the national network requirements to maximise both intelligence and evidential gathering opportunities.
  • Leading and contributing to III projects for CTPWM at a regional and national level and ensure appropriate representation from CTPWM at relevant regional, national and international meetings and working groups.
  • Working with partners, industry and academia to identify and maintain a detailed knowledge of the latest technology, techniques and developments regarding the current and future threat landscape in III, ensuring that best practice is recognised and shared.
  • Coordinating relevant national training and direct the delivery of III related training within the region, ensuring the delivery of a continuous development programme for all CTPWM staff to operate in line with current working practices, procedures and legislation.

 

Skills and competencies
Essential

  • Technical knowledge, experience and training relevant to role.
  • Proven ability to identify and improve working practices to manage operational and organisational threat and risk.
  • Ability to work under pressure making complex decisions and manage changing priorities in a face-paced environment.
  • Ability to prioritise and manage a team’s workload. 
  • Experience reviewing products and working practices to ensure quality assurance and compliance with relevant policy and legislation.
  • Ability to motivate, guide and inspire others to achieve a common objective.
  • Ability to build effective relationships with others including external stakeholders.
  • Demonstrate a high standard of written and verbal English to enable effective communication to prove good interpersonal skills, including negotiating skills, and experience of communicating with a range of individuals/organisations.
  • Knowledge and experience of covert policing methodology and techniques. 
  • Ability to use IT software packages relevant to role including Microsoft office products and the ability to interrogate computerised databases. 
  • Ability to understand, interpret, apply and advise on relevant legislation including the Data Protection Act, Computer Misuse Act, Eurnvention on Human Rights Articles (ECHR), Criminal Procedure and Investigations Act (CPIA), Investigatory Powers Act (IPA) and Directed Surveillance Authorities.

 

Desirable

  • Evidence of supervisory responsibilities including managing and developing a team, planning and organising workloads.
  • Proven experience of major and complex investigations
  • Previous experience of open-source exploitation or internet investigations.


Security Clearance

You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.

There are limitations on travelling to a small number of countries once in post.
