Two exciting opportunities have arisen for an Intelligence Development Officer (IDO) to join our Threat and Performance Department in the South East Regional Organised Crime Unit (SEROCU). One role is available within the Regional Organised Crime Threat Assessment (ROCTA) team and the other role is available within the Tackling Organised Exploitation (TOEX) Team.
Intelligence Development Officers are integral to the Threat and Performance department. In these roles you will lead on the development of information concerning serious organised crime (SOC) activity and support analysts in the production of analytical products.
ROCTA
The Regional Organised Crime Threat Assessment (ROCTA) team exists to deliver a consistent, high‑quality understanding of serious and organised crime risk across the South East. This is a central, high impact role where you will be integral to the management of Organised Crime Groups (OCGs), develop intelligence on serious organised crime activity, and support analysts in producing high‑quality assessments. Your work will directly influence how agencies across the region identify, assess, and respond to the most complex criminal threats.
As a ROCTA Intelligence Development Officer (IDO), you will:
- Undertake comprehensive threat assessments of known SOC threats by bringing together intelligence from police forces and partner agencies to build a complete picture of serious and organised crime risk.
- Conduct robust intelligence development on OCGs across a wide range of crime types to enable the identification of new and emerging threats.
- Draw evidence‑based conclusions from intelligence assessments and present them confidently to customers, providing clear, intelligence‑led reasoning to support decisions and effectively address any customer queries.
- Apply a standardised process that ensures the delivery of consistent, robust risk assessments that guide operational priorities and resource allocation.
- Enable effective risk management that supports strategic decision making and resource allocation by ensuring risks are clearly understood and prioritised.
As an Intelligence Development Officer in the ROCTA you will be at the centre of the business, helping to prioritise operations against the greatest threats and deliver the maximum disruptive impact on serious and organised crime.
TOEX
TOEX is an extremely rewarding team to be a part of, where the vision of the TOEX programme is to enable a whole systems approach to improving the response of UK Law Enforcement to the exploitation of the most vulnerable in society. The department is a unique function within South East Policing, providing intelligence support to operations in Force, SEROCU and across partners. TOEX provide insightful intelligence development which brings pieces of the jigsaw together to create a richer picture, which will better inform decision making at local, regional, and national level. The exploitation landscape today is complex and needs a sophisticated solution - TOEX delivers a significant part of that solution.
TOEX work on developments involving all types of exploitation of people including Child Sexual Abuse Material (CSAM). Please note that this role will occasionally expose you to elements of Child Sexual Abuse Material
As a TOEX Intelligence Development Officer (IDO), you will:
- Work alongside intelligence analysts and with customers in order to develop clear and accurate terms of reference and provide an efficient and effective service to support managerial, operational and investigative decision making.
- Prepare, present/supply intelligence findings in an appropriate product. Summarising clearly, concisely and accurately key research findings.
- Monitor and maintain intelligence sources used to deliver other intelligence products. Write and submit applications for telecoms data under RIPA legislation, and manage the resulting product and research content in line with SIO/ Investigators telecoms strategy in order to achieve investigative aims.
- Support the analytical function with specialist Internet Intelligence and Investigations research using open source techniques
- Complete intelligence products and applications, and undertake detailed research and development of identified subjects using all available intelligence systems
You will also work with the National TOEX network to develop and create innovative technology in order to constantly evolve to keep up with the ever-growing complexity and sophistication of organised crime in exploitation.

Previous experience in an intelligence background is desirable but not necessary. If you are new to law enforcement and the world of intelligence, we will ensure that you are given a solid grounding in UK policing introducing you to the many systems and tools which we employ to track the activities of organised crime groups. Training will also include IPP (Intelligence Professionalisation Programme) accreditation which must be completed whilst in post if not already obtained elsewhere.
The role is hybrid, with a balance of home and office working. The current requirement for the role is a minimum of 2 days based in the office. Note, there may be occasions where you will be asked to demonstrate flexibility regarding working hours and office working in line with operational demand and sometimes this may require working away from home. For this reason a full UK Driving Licence is essential to the role.
Due to the nature of our work, security is of paramount importance to us and therefore it will be necessary to pass and maintain vetting level SC together with a number of enhanced security checks. In order to achieve this, you must have resided in the UK for the past five years. Exemptions may apply for overseas or other diplomatic service (with HM Government), and studying abroad.
