Hours: 37 Hours Per Week (Full-time) Monday to Friday

Flexibility Requirement: Candidates must be open to flexible daily working hours to meet the operational needs of the department. This may include adjusting start and finish times, providing cover during peak periods, or supporting colleagues during absences. Flexibility is essential to ensure consistent service delivery and effective team collaboration.

Overall Purpose of the role: The post holder is part of a dynamic Procurement and Commercial team delivering an effective service, supporting and advising staff across the Force and for the Office of the Police and Crime Commissioner (OPCC) on the Commercial Lifecycle to drive maximum benefit and efficiencies, whilst developing and managing commercial category strategies for a portfolio of spend to achieve the strategic aims and objectives of the Force and the OPCC.

 

 

 Key Responsibilities:

  • To manage the portfolio of procurement projects, covering multiple categories which will include taking the lead or supportive role in the management of local commercial activities across Humberside Police and the OPCC. Working closely to support senior management with, or personally lead on, specific work streams, making data led decisions to support a culture of efficiency, high performance, and continuous improvement.
  • Manage a team of Procurement Officers, effectively organising resources to meet demand, supporting team development and continuous improvement.
  • To provide on-the-ground overall commercial support for planning, implementation and monitoring of the Force and OPCC led initiatives and activities. Ensure compliance with the appropriate policies, procedures and legislation.
  • Implementation of strategic plans and making recommendations for actions to stakeholders, ensuring adherence to UK Procurement Regulations and Government policy.
  • Liaise with Force commands to ensure delivery of lean, efficient and effective end to end procurement processes. Act as a link between internal and external service providers and service users, understanding the needs of the Force and the impact that any changes have to the system and processes.
  • Represent the Force at local, regional and national forums as and when required, maintaining relationships with key stakeholders, such as key strategic regional and national policy makers.
  • Develop and deliver procurement savings plans for specific categories in collaboration with the customer ensuring quantifiable cashable efficiencies are identified, prioritised, delivered and reported.
  • Manage contract reviews for critical contracts, ensuring contract performance is managed in line with KPI’s and customer requirements are met or exceeded. Develop strategic partnerships with key suppliers.
  • Develop the management of sustainable procurement strategies for specific categories and develop an action plan for continuous improvement.

What the role requires:

  • Excellent organisational skills
  • Chartered Institute of Purchasing and Supply Diploma and full corporate membership (MCIPS) Level 6 or equivalent qualification or working towards.
  • Knowledge of substantiable procurement, covering all areas of sustainability including economic, social and environmental.  
  • Experience in sourcing, implementing, and managing new contracts and ways of working, including change management techniques.
  • Has access to a vehicle and able to travel the force area
  • Able to prepare well balanced reports in a concise, logical and timely manner.
  • Experience of working in a confidential environment.
  • Ability to work with minimum supervision when required.
  • Carries out tasks in an accurate and methodical manner with an eye for detail.
  • Ability to work as part of a team.
  • Have access to a vehicle and able to travel the force area.
  • Ability to prioritise workload.
