Job Title: Head of Science and Technology Integration Data & Analysis - – Counter Terrorism Policing HQ
Salary: The starting salary is £62,310, which includes allowances totalling £3,009.
The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £72,254. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Summary
The Counter Terrorism Policing Headquarters, on behalf of government and the National Police Chiefs’ Council (NPCC), ensures that the CT network has the funding, capabilities and resources it needs to deliver CONTEST effectively and to keep people safe from terrorism. It does this through the provision of corporate services as well as national operational tasking and co-ordination. It houses unique national CT capabilities that support the entire network as well as overseeing delivery of CT Policing across the regions to ensure that it operates in a way that is both effective and efficient. Crucially, the HQ represents CT Policing’s interest within government and with wider stakeholders - ensuring that the policing contribution to CONTEST is both understood and appreciated.
Counter-Terrorism Policing (CTP) is revolutionising the way it uses data, analysis, research and technology. We have established a principal overarching strategy for Data and Analysis in CTP under a new Director. We are now creating a set of new functions and teams to develop advanced data and analytical capabilities and services to support the national CT Network. These functions report into the Director through four lead roles; Head of Data (Chief Data Officer), Head of Analysis, Head of Data Science and Chief Scientific Officer (CSO).
Job Description
The Head of Science and Technology (S&T) Integration is a senior role reporting to the Chief Scientific Officer (CSO). The role will provide vital strategic direction in emerging research and innovation uptake and operational embedding once these assets are delivered by the CT Research Lab (CTRL). The role will engage with: (a) CTP stakeholders to identify S&T requirements as well as enablers and blockages in the uptake of research and innovation deliverables, (b) policing and national security partners to ensure activities are informed by previous work and align with existing and future initiatives and (c) industry and academia to ensure research and innovation activities undertaken are fit for purpose and have a well thought delivery and uptake route. The requirement arises from a requirement across the wider national security ecosystem, of a leading role in the operational uptake of both targeted and blue skies scientific research and innovation. The post holder will be tasked with developing honed innovation pathways that will ensure we exploit the full potential of new knowledge and emerging technology we deliver.
The role will deputise for the CSO on R&D issues and will work with the CT Research laboratory team, and our Analysis and Data team members to ensure that CTP has the right research and technology approach to realise our aspirations in the use of scientific capability towards targeted operational innovation.
Job Purpose
Counter-Terrorism Policing is revolutionising the way it uses data, analysis and technology. We have established new strategies for Data & Analysis and for Information & Communications Technology. We are now creating this new Head of Research role to establish our wider research and innovation strategy and to set the direction for future development within the wider NS ecosystem.
The role will be responsible for setting direction and strategy for CTP R&D S&T Integration, with a clear implementation plan, performance metrics and governance structures. The role will work with the Chief Scientific Officer in building robust avenues of technology uptake within CTPHQ and across the CTP network.
Key Tasks
The post holder will be required to do the following:
- Develop pathways and procedures that will promote strategic uptake of R&D deliverables.
- Make strategic decisions on the deployment and embedding of innovation output in CTP capabilities.
- Develop and execute a full innovation-to-deployment strategy within CTP
- Co-create and implement a CTP R&D innovation strategy
- Work with CSO in building a central CTP Research and Innovation team
- Evaluate and harness national and international capability for cutting-edge applied innovation
- Work with other CTRL Heads and their staff to deliver day-to-day outputs from current and developing research projects
- Establish strategic coordination of CTP research activities with UKIC and policing
Key Skills
This is an exciting and challenging role and enables the post holder to be at the core of the new R&D function being established at CTP.
Knowledge
- Expert-level depth and breadth understanding of the Innovation landscape and experience in the delivery of research-led innovation for immediate deployment or uptake.
- Academic background or qualifications in relevant STEM domains.
- Advanced technical expertise or extensive experience in at least two other relevant research, science or innovation domains.
- Experience in stakeholder management and the ability to translate end user needs into relevant R&D requirements.
- Excellent working knowledge of IT/digital applications required for communication and collaboration.
Skills
- Strategic vision: The post-holder will co-create and co-own, with the CSO, Head of Research and Head of Innovation, the overarching S&T delivery strategy for the Counter Terrorism Research laboratory within CTP. This will require advanced analytical skills, deep understanding of relevant innovation domains and the ability to effectively deal with CTP’s stakeholder community and our vendors to translate operational requirements into effective and efficient research and Innovation activities and guide their results towards user-friendly technology.
- Technical leadership: Expert skills in deriving non-technical ‘mission’ or outcome-driven business requirements and translation to a clear and actionable innovation and development plan. Ability to apply their knowledge and experience to inter- and intra-disciplinary activities for the delivery of targeted innovation.
- Strong organisational skills: They will be able to manage multiple, at times conflicting priorities and work streams whilst reprioritising to deliver high quality results at pace.
- Excellent interpersonal skills: They will need to be skilled at building positive trusting relationships with a range of stakeholders at all levels of authority or seniority and across organisational boundaries and collaborate effectively with others to build rapport and influence outcomes.
- Time and Resource management: Expert skills in managing their time and leveraging resources towards the success of their team.
Other experience
- Proven ability to lead cross-functional teams, ideally gained within a large government organisation or industrial entity.
- A proven record of building, motivating and leading high performance teams against a complex and challenging corporate agenda delivering quality outcomes to meet strategic objectives
- The ability to balance risk and innovation in trialling new ideas or translating insights into actions.
- Experience in developing business cases and managing the approvals by governance boards.
- Knowledge of product management and how to embed a product approach in teams and organisations.

Scope for Impact
The Head of S&T Integration post has scope for immediate impact. The role will be at the core of the CT Research Laboratory linked to partner capabilities across HMG. This role will transform our approach to science and research-led technical innovation, revolutionise our relationships with industry and academia and ultimately ensure that CTP and its partners maintain critical operational edge against our adversaries. This is central to our commitment to outpace the rapidly changing threat environment. The role will also be at the core of a new generation of inter-agency collaboration on scientific and technical capability across the national security and law enforcement community. This will give the role the scope for a high profile in Policing and in Whitehall, influencing and shaping a broad, national group.
This role has been identified by Directors and CSO as a game-changing function to enhance, kick-start and embed Research and Innovation capability within CTP.
Vetting
This post will require you to hold National Security Vetting (NSV) at Developed Vetting (DV).
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) at Developed Vetting (DV) level before taking up the post.
Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.
