Overall Purpose of the Role:
The Special Chief Officer takes a lead role in the strategic planning and development of the Special Constabulary. The Special Chief Officer will represent the Special Constabulary at a local, regional and national level promoting and driving change to further develop Humberside.
The Special Chief Officer helps to provide a professional, effective and efficient policing service in line with the direction and vision of Humberside together with being responsible for reviewing and driving performance and culture.
Role Specifics:
- Attends relevant Force meetings, Special Constabulary Operations Boards and other internal meetings where necessary.
- Organises and chairs meetings of the Special Constabulary Senior Leadership Team and the Special Constabulary Delivery Group
- Liaises with ACC (Local Policing), Operational Commanders, Human Resource Managers and the force Learning and Development Teamwith regard to recruitment, training, welfare & deployment of the Special Constabulary.
- Attends meetings on a regular basis with Force and Divisional managers to ensure the service given by the Special Constabulary is meeting force and divisional needs and to provide support and advice on Special Constabulary matters.
- Responsible, for the delivery of the Force Strategy for the Special Constabulary in line with Force strategic aims. Forms effective working relationships with stakeholders to ensure successful embedding of the Special Constabulary into operational policing teams.
- Liaises regularly with Special Constabulary managers and supervisors to ensure that their Officers are available for deployment at times and in ways that support operational policing and service delivery in particular Neighbourhood Policing.
- Attends attestation and long service ceremonies and other events requiring the presence of a senior officer to represent the Special Constabulary.
- Reviews and assesses the training needs and requirements of the Special Constabulary on a regular basis. Produces reports and recommendations where issues or potential improvements are identified.
- Manages the allocated budget for the Special Constabulary.
- Represents the Force at a National and Regional level on all matters relating to the Special Constabulary
Key Responsibilities:
- Ensuring the efficient provision of service delivery by the Special Constabulary.
- Ensuring the effectiveness of the Special Constabulary Management Team in support of the Force’s strategic aims.
- Working with stakeholders to oversee the implementation of Force and National strategy.
- Promoting the Special Constabulary as an integral part of the operational activity of Humberside Police.

Eligibility Criteria
- Substantial policing experience working in a leadership role.
- Minimum requirement of 250 hours service per year.
- Experience of implementing successful organisational development, change and innovation.
- Be willing to attend any relevant courses needed for the role e.g. Joint Emergency Services Interoperability Principles (JESIP) commander’s course.
- Comply with our tattoo policy. Please submit clear close-up photos of all tattoos along with descriptions and meanings.
- Applicants must have resided in the UK for three continuous years immediately prior to application. Any period of travel needs to be less than one year.
