Job Title: Evaluation Manager

Salary: The starting salary is £48,995, which includes allowances totalling £3,009 allowance.

The salary is broken down as £45,986 basic salary, which will increase annually until you reach the top of the scale £54,863. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Location: Westminster, Sidcup and Hendon

 

The Evaluation Manager plays a critical role in delivering high‑quality evaluation across the organisation’s learning portfolio. Working under the strategic direction of the Lead, the post holder will manage the implementation of evaluation frameworks, coordinate data collection activity, and provide high‑quality analysis to support continuous improvement of learning programmes. The role ensures that evaluation activity is consistent, robust, and aligned with organisational priorities, supporting evidence‑based decision‑making across L&D and the wider organisation.

Main Duties & Responsibilities 

Evaluation Delivery & Coordination

  • Manage the operational delivery of evaluation processes across face‑to‑face, digital, blended, and multi‑year learning programmes.
  • Deliver evaluation activity at scale using agreed frameworks, ensuring consistent use of quantitative and qualitative methods.
  • Support the design and implementation of evaluation plans for new and existing programmes, ensuring alignment with Met/College of Policing curriculum requirements.
  • Manage schedules for data collection, Level 1–3 evaluation cycles, and pilot feedback processes.

Data Analysis & Reporting

  • Analyse large volumes of quantitative and qualitative learner data, identifying trends, barriers, and improvement opportunities.
  • Produce clear, actionable evaluation reports for L&D teams, operational stakeholders, and senior leaders.
  • Oversee data quality and integrity, ensuring consistent application of analytical approaches.

Collaboration & Stakeholder Engagement

  • Work closely with Curriculum, Content Development, Delivery Services, Strategy & Performance, and external learning partners to ensure evaluation findings inform decisions.
  • Facilitate feedback loops with trainers, SMEs, and learning business partners to ensure improvements are implemented and tracked.

Quality Assurance & Improvement

  • Provide dip‑sampling of course delivery and contribute to quality assurance activities.
  • Support the continuous improvement of evaluation tools, templates, question sets, and dashboards.
  • Assist in embedding best‑practice learning evaluation across the L&D function.

Management & Leadership

  • Line manage reports, ensuring clear objectives, high‑quality delivery, and ongoing development.
  • Support the Lead in developing business cases and evidence to demonstrate programme impact and value.
