CPAI Online Coordination Manager

Secondment Opportunity - 12 month secondment with a rolling review subject to funding allocation and performance. 

We are seeking an experienced and motivated substantive Detective Chief Inspector or Officers who have been formally approved for temporary promotion to Detective Chief Inspector. Applicants must have the explicit support of their Chief Constable to be released for the duration of the secondment. This support must be formally endorsed on the application form. Applications submitted without Chief Constable endorsement will not be considered and will be rejected. 

This is a newly established post, created in response to the increasing scale, complexity and evolving nature of the online child sexual abuse and exploitation (CSAE) threat. The national system continues to experience sustained growth in demand, alongside increasingly complex investigations and pressures across intelligence, investigation and safeguarding activity.

In this context, there is a clear need for strengthened national coordination and leadership within the online environment. This role will operate in close, collaborative partnership with the National Crime Agency (NCA) and wider policing and safeguarding partners to support a more joined-up, effective and sustainable end-to-end system response.

Working alongside the NCA, the postholder will play a key role in delivering the outcomes of the national end-to-end review. This includes supporting improvements in risk-based prioritisation, strengthening collaboration across organisations, enhancing the use of technology and improving data visibility across the system to better track cases from referral through to outcome.

The role builds upon existing work to develop national practice advice, strengthen consistency across policing, and respond to emerging threats such as financially motivated sexual extortion (FMSE), encrypted environments and organised online offending. It also reflects the increasing importance of coordinated engagement with specialist capabilities including UCOL, CAID and POLIT, alongside developments in artificial intelligence and wider online harms.

Looking forward, the postholder will provide senior leadership in shaping and maintaining a national online CSA strategy, working closely with the NCA CSA Threat Leadership Team, the Home Office, Ofcom, the Internet Watch Foundation and other key partners. This includes maintaining a strong focus on technological developments, including artificial intelligence and encryption, and ensuring the policing response remains agile and informed by the latest data, insight and international best practice.

The core purpose of the role is to coordinate the strategic national policing response to online child sexual abuse and exploitation on behalf of the NPCC Child Protection, Abuse and Investigation (CPAI) Portfolio. Acting on behalf of the NPCC Chief Officer Lead, the postholder will provide a central point of leadership, coordination and partnership, ensuring that national capabilities, particularly those led by the NCA in relation to intelligence, referrals and prioritisation, are effectively integrated with operational policing and safeguarding activity.

Through the development and delivery of a national online strategy, the role will support policing to work effectively with law enforcement, government, industry and the third sector to safeguard children, improve the quality and consistency of investigations, manage growing demand and bring offenders to justice.

This is a critical leadership role within a rapidly evolving threat landscape. By strengthening partnership working with the NCA and embedding a whole-system, end-to-end approach, the role will support improved safeguarding outcomes, increased consistency across forces and enhanced confidence among victims, survivors and the public in the policing response.
