Job Title: Commercial Lead - Solution Delivery

Salary: The starting salary is £77,775, which includes allowances totalling £3,009.

The salary is broken down as £74,766 basic salary, which will increase annually until you reach the top of the scale £82,362. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Role Purpose

The Solution Delivery Digital Data and Technology Team provides commercial and procurement leadership for major digital and technology programmes across the Metropolitan Police Service, supporting the delivery of the New Met for London strategy and our pledge to Londoners: More Trust, Less Crime, and High Standards.

This is a senior, commercial leadership role operating at the heart of some of the Met’s most complex and high-risk technology programmes. You will take end-to-end‑ ownership of commercial strategy and delivery, working in environments characterised by ambiguity, urgency, and public scrutiny.

The role offers an opportunity to shape markets, influence senior decision‑makers, and lead commercial outcomes that have a direct impact on frontline policing and public confidence. You will act as a trusted commercial adviser to senior stakeholders, providing clear judgement and leadership where delivery, value for money, and risk intersect.

Our portfolio spans complex, multi‑supplier digital programmes and emerging technologies, requiring a Commercial Lead who can balance pace with probity, innovation with assurance, and commercial leverage with long‑term sustainability.

What you will be accountable for

  • Owning end-to-end‑ commercial delivery across major digital and technology programmes, demonstrating the ability to operate within and apply complex legislative and regulatory procurement frameworks across public sector environments from early strategy through procurement, negotiation, and contract delivery, using a range of contract terms and conditions.
  • Working alongside stakeholders across MPS technology partners, translating complex, fast‑moving operational and technical requirements into executable commercial strategies Setting and driving category and commercial strategy, shaping markets where capability or competition may be limited.
  • Leading complex supplier negotiations and taking ownership of supplier performance, commercial risk, and outcomes
  • Acting as the commercial voice with directors, boards, and strategic suppliers, influencing at pace and with credibility.
  • Leading, developing, and mentoring a delivery focused‑ commercial team, setting high standards for judgement, professionalism, and commercial realism.
  • Identifying, mitigating, and managing commercial risk across the full commercial lifecycle, working with legal and finance partners, driving value for money on complex and high value‑ programmes.

Additional Information

Roles in Commercial Services are aligned with the levels of the Government Commercial Organisation, which sits within the Government Commercial Function. This role has been mapped to Commercial Lead level. Paper sift is assessed against the essential and desirable criteria. The Assessment and Development Centre, and interview selection is undertaken against the Government Commercial Function People Standards for this level.

If successful at the paper sift stage, candidates will be invited to the Government Commercial Function Assessment and Development Centre (ADC) where your skills and experience will be assessed against the Commercial People Standards for the Profession at Commercial Lead Level. The ADCs will be held 4th June 2026. Depending on the outcome of the ADC, successful candidates will then be invited to a panel interview.

Internal and external candidates who have secured an A at the ADC will be eligible for a permanent appointment. External candidates who have secured a B at the ADC are eligible for appointment on a 2-year fixed term contract, until such time they re-sit the ADC and secure an A, at which point they can be offered a permanent contract at the same level without further competition.
