Merseyside Violence Reduction Partnership
The Merseyside Violence Reduction Partnership (MVRP) brings together policing, local authorities, health, education, criminal justice partners, and the voluntary and community sector to prevent and reduce serious violence. Rooted in a public health approach, the MVRP works collaboratively to tackle the causes of violence, strengthen communities, and deliver long-term system change across Merseyside.

The Role
The Director will provide visionary leadership and expert strategic direction across a high‑profile, multi‑agency programme dedicated to reducing serious violence and improving community safety across Merseyside.
You will shape, deliver, and continually refine a comprehensive local partnership plan that aligns with the Merseyside Violence Prevention Strategy, ensuring a coordinated, evidence‑led response to violence across the region.
Working at the heart of a complex system, the Director will foster strong, trusting relationships across policing, health, education, local government, criminal justice agencies, and the voluntary and community sector. You will champion community‑led solutions, drive innovation, and ensure the partnership meets its statutory responsibilities under the Serious Violence Duty.
Key Responsibilities
- Provide strategic leadership for the Merseyside Violence Reduction Partnership, setting the vision, culture, and long‑term direction.
- Develop, deliver, and monitor a robust local partnership plan aligned with the Merseyside Violence Prevention Strategy.
- Lead a multi‑agency approach to preventing serious violence, promoting collaboration, information‑sharing, and shared accountability.
- Ensure the partnership meets statutory duties under the Serious Violence Duty.
- Drive system‑wide change by influencing senior leaders across sectors including policing, health, education, youth services, criminal justice, and community organisations.
- Foster strong community engagement, ensuring programmes reflect local needs and empower communities to create safer environments.
- Provide evidence‑based analysis, insight, and strategic advice to the Chief Executive, OPCC leadership, and key partners.
- Oversee programme delivery, performance, governance, and evaluation to demonstrate impact and value for money.
- Support innovation, securing investment and developing new approaches to violence prevention.
- Represent the partnership at local, regional, and national forums.
About You
You will be an inspirational leader with the credibility and experience to influence at the highest levels across sectors. You will bring:
- A strong track record in strategic leadership within complex, multi‑agency environments.
- Deep understanding of violence prevention, public health approaches, and community‑based solutions.
- Excellent relationship‑building skills and the ability to drive system change through collaboration and persuasion.
- Experience of leading large programmes, managing budgets, and delivering measurable outcomes.
- Commitment to evidence‑based practice, equality, inclusion, and community empowerment.
- Strong strategic thinking, problem‑solving, and communication skills.
Knowledge & Experience
Relevant degree (or equivalent professional experience) with extensive senior-level leadership experience within a multi-agency environment such as policing, local authority, health, education, or the voluntary and community sector.
Project management qualifications, such as PRINCE2 or equivalent.
In-depth understanding of public health approaches to violence reduction, prevention, and trauma-informed practice.
Proven ability to influence, negotiate, and collaborate effectively with senior leaders across complex systems.
Demonstrable success in leading Programme management, commissioning, and performance oversight in high-profile environments.
Strong financial management, budget control, and risk management capability.
Experience managing complex multi-agency partnerships and delivering large-scale system change.
Excellent communication, presentation, and relationship-building skills, with a track record of working confidently with diverse stakeholders.
Knowledge of national policy frameworks relating to serious violence, safeguarding, community safety, and youth justice.
Experience working with central government departments (e.g., Home Office, DHSC, DfE), Local Authority Leaders, and elected politicians.
Familiarity with evaluation methodologies, evidence-based practice, and the use of data-driven insight to drive decision-making.
Political awareness and the ability to navigate complex political and executive environments, influencing senior decision-makers with credibility.
