The Change & Continuous Improvement function at Gloucestershire Constabulary is seeking a highly capable and motivated Continuous Improvement Officer to join our team. What you’ll be doingAs a Continuous Improvement Officer, you will play a pivotal delivery role in diagnosing issues, designing solutions and driving measurable improvements across multiple functions. You will:
Research and requirements gathering
- Conduct structured discovery through observation, interviews and workshops to understand current practices and pain points.
- Produce clear documentation including problem statements, SIPOC diagrams and detailed requirement specifications.
- Validate stakeholder needs and expected outcomes to ensure requirements are accurate and achievable.
- Align all requirements with organisational priorities, compliance obligations and policing standards.
Process mapping and opportunity identification
- Map current‑state processes to highlight delays, duplication, waste and sources of failure demand.
- Design future‑state workflows that simplify steps, reduce variation and improve overall efficiency.
- Quantify opportunities using data on volume, cycle time, demand and error rates.
- Facilitate workshops to test feasibility and validate proposed solutions.
Application of Lean and DMAIC methodologies
- Lead problem definition, baselining and KPI identification during early DMAIC phases.
- Conduct root‑cause analysis using Lean Six Sigma tools and evidence‑based testing.
- Co‑design improvement solutions and support trial or pilot testing.
- Embed control measures such as SOPs, dashboards, standards and feedback loops to sustain improvements.
Data validation and readiness assessment
- Review data samples to identify gaps, inconsistencies and quality issues affecting delivery.
- Create data‑readiness checklists and work with stakeholders to address identified problems.
- Define future‑state data standards and validation rules.
- Monitor data‑quality risks and escalate issues that may inhibit delivery.
Collaboration on automation and digital solutions
- Convert validated process maps and requirements into developer‑ready specifications.
- Work closely with technical teams to clarify logic, rules and exceptions during build.
- Support testing by preparing scripts, logging issues and validating fixes.
- Ensure all digital solutions meet information governance, security and compliance standards.
Change planning and implementation management
- Develop clear implementation plans outlining tasks, resources and readiness criteria.
- Maintain logs of risks, issues, dependencies and actions to ensure smooth delivery.
- Coordinate transition activities including communications, training and change‑readiness checks.
- Oversee handover to business‑as‑usual with clear ownership and documentation.
Benefits management and performance reporting
- Establish baseline measures and collect post‑implementation evidence to demonstrate outcomes.
- Prepare concise governance reports covering progress, benefits and risks.
- Track performance trends and identify early signs of process drift.
- Capture lessons learned and feed them into continuous improvement methods and tools.
People, training and change readiness support
- Assess impacts on roles, responsibilities and skill requirements.
- Develop training and guidance materials, including SOPs, standard work, and quick‑reference guides.
- Deliver familiarisation sessions and refine materials based on user feedback.
- Coordinate with support functions to embed new practices successfully.
Service assurance and continuous control monitoring
- Set up dashboards and control mechanisms to track ongoing performance.
- Monitor exceptions, incidents and variances and support resolution efforts.
- Conduct light‑touch audits of process compliance and identify opportunities for refinement.
- Maintain feedback loops with process users and act promptly on findings.
Stakeholder and relationship management
- Maintain an up‑to‑date stakeholder map and ensure consistent communication.
- Facilitate constructive discussions, balancing operational needs with governance requirements.
- Seek timely approvals and document decisions clearly and transparently.
- Ensure actions, agreements and outcomes are accurately recorded and accessible.
This is a hands‑on improvement role in a complex, dynamic environment where your work will directly shape how the constabulary delivers services. You will be working across diverse business areas—from frontline policing to enabling services—ensuring improvements are evidence‑based, well‑designed and sustainable.

You should be able to demonstrate experience in:
Continuous improvement practice
- Applying Lean, Six Sigma, DMAIC and service‑design methodologies
- Running structured discovery, root‑cause analysis and process‑mapping activity
- Designing improved workflows and validating solutions
- Measuring performance, monitoring sustainability and evidencing benefits
Data, analysis and reporting
- Validating datasets, identifying data‑quality issues and establishing baselines
- Reviewing, interpreting and presenting data to guide decisions
- Preparing clear, accurate, board‑ready reports and improvement documentation
Digital and automation readiness
- Translating requirements into developer‑ready specifications
- Understanding how automation (including RPA) supports process improvement
- Supporting testing cycles and ensuring compliance with security and governance standards
Change delivery and stakeholder engagement
- Coordinating training, readiness checks and transition activities
- Managing risks, issues, and dependencies across workstreams
- Building constructive relationships with operational and enabling services
- Supporting users through change in a sensitive and practical manner
Experience working within the public sector—or in a regulated environment such as policing—is desirable.

The successful candidate for this role will be vetted at level Staff MV. This means the individual will need at least 5 years worth of residency in the UK.
