OPCC - Use of Force Scrutiny Panel Member / Panel Chair

Come and volunteer with the Office of the Police and Crime Commissioner (OPCC) for Nottinghamshire and help deliver our vision of a Safer Nottinghamshire for All.

The Commissioner’s Police and Crime Plan sets out three key strategic priorities:

  1. Communities and Victims First
  2. Strengthening Partnership Working; and
  3. Effective and Resilient Policing

To support these priorities, we are seeking community‑minded individuals to join our Use of Force Scrutiny Panel (UoFSP).

The UoFSP is made up of local people from across Nottinghamshire who provide independent community scrutiny of police use of force. Members are given access to body‑worn video and associated records to objectively assess procedures, identify issues of disproportionality, and provide recommendations aimed at improving public trust, confidence, and fairness in policing.

Members will work closely with OPCC staff and police officers and meet quarterly to review cases, discuss findings, and contribute to reports published for public transparency.

This voluntary role is fundamental to ensuring an open, accountable and community‑focused approach to policing powers.

As a UoFSP Member, you will:

  • Attend quarterly panel meetings to review cases involving police use of force.
  • Participate in pre‑panel preparation meetings.
  • Examine body‑worn video footage and related documentation to provide objective scrutiny.
  • Provide constructive advice and recommendations to the OPCC, PCC, and Nottinghamshire Police.
  • Support the production of transparent reports suitable for public consideration.
  • Uphold confidentiality, professionalism and impartiality at all times.
  • Demonstrate a personal commitment to equality, diversity and inclusion.

As Panel Chair you will additionally:

  • Receive and select the cases for review prior to each panel.
  • Prepare and submit reports after each meeting.
  • Assist with the writing of the Use of Force Annual Report.
  • Represent the UoF Panel at Force Panel Sessions.

The role is permanent and will require applicants to attend two 2-hour meetings each quarter.

For current Nottinghamshire Police Staff applicants, please note that the Office of the Police and Crime Commissioner would be a new employer. However, an agreement has been made whereby all tenure and length of service will be honoured.

Vetting Level – Recruitment – you must have resided in the UK for at least the last 3 years, with less than 12 months spent abroad (some exceptions for those living on a UK military base).

Please note that government plans are underway to transfer functions under the Police and Crime Commissioner (PCC) model to the East Midlands Combined County Authority (EMCCA) Mayor in May 2028 as part of reforms introduced by the Police Reform Bill.  This is expected to enable better join up with local services across Nottinghamshire and Derbyshire. 

Functions delivered by the Office of the Police and Crime Commissioner (OPCC) will still be required under the new Mayoral model and TUPE (the Transfer of Undertakings (Protection of Employment) Regulations 2006) has applied where such transfers have occurred elsewhere in the country and should therefore apply to staff in the employment of the OPCC in Nottinghamshire at that time.
