Job Title: Business Analyst - Technology - Counter Terrorism Policing HQ

Salary: The starting salary is £63,409, which includes allowances totalling £3,009 allowance.

The salary is broken down as £60,400 basic salary, which will increase annually until you reach the top of the scale £65,886 Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

Job Summary

We’re looking for an experienced Business Analyst who thrives in an Agile environment and is passionate about shaping technology solutions that truly make a difference. In this role, you’ll work at the heart of national Counter Terrorism Policing, collaborating with diverse teams to turn complex challenges into user-centric, evidence-based, and delivery-ready solutions.

You’ll play a key role in gathering, analysing and justifying options for business cases, ensuring decisions are grounded in data and aligned with strategic priorities. From refining technology requirements to crafting user stories, epics, and business cases, you’ll help drive projects that matter, using Agile principles every step of the way. In addition, you’ll actively contribute within delivery squads, collaborating closely with cross-functional teams to ensure solutions are implemented effectively and deliver real value.

Key Tasks

  • Collation and analysis of data to inform justification papers (Government Green Book Five Case Model, briefing and options papers).
  • Collaborate with stakeholders to define and prioritise user stories, acceptance criteria, and backlog items.
  • Facilitate Agile ceremonies (sprint planning, backlog refinement, reviews, retrospectives).
  • Ensure alignment of technology initiatives with CTP HQ strategies while enabling flexibility for change.
  • To work with various CTP colleagues including Finance, Business Change, Commercial Services and external agencies to ensure that projects and programmes are suitably commissioned, designed and delivered.
  • Support delivery teams in applying Agile practices and tools (Scrum, Kanban, SAFe).
  • To represent Technology and CTP at project / programme boards and forums (both in-house and at corporate forums and at Partner Agencies).
  • Management of up to 2 members of staff.

Vetting

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Developed Vetting (DV) level before taking up the post. 

This post requires British nationality (some dual nationals may be ineligible) and Developed Vetting (DV) clearance. 

As the post holder will have access to very sensitive information, there are limitations on travelling to a small number of countries and we will undertake additional security checks as part of the recruitment process.  Applications from candidates with close connections to certain countries may take considerably longer to process, or in some cases result in a withdrawal of an offer of employment.
