Report Fraud Enabling Services are made up of various teams responsible for the underpinning technology of Report Fraud. We provide support to ensure the health of the service commercially and technically, along with developing a Continuous Improvement roadmap, ensuring new technologies and our ways of working keep the service up to date from technology service KPIs and compliance perspectives

About the role
The City of London Police is seeking an experienced and commercially aware Capacity and Demand Manager to take ownership of financial, consumption, and capacity management across the cloud platforms that underpin the national Report Fraud System.
While not a traditional ITIL-based Demand and Capacity Management role, this position shares many of the same principles, ensuring resources, data consumption, and licensing are well managed, efficient, and aligned to business needs. The role will have a strong FinOps and commercial focus, spanning Azure, AWS, and Palantir Foundry environments. Ensuring resources, data consumption, and licensing are well managed, efficient, and aligned to business needs will be a key focus of this role.
Responsibilities
In this role, you will be:
- Establish and lead the Demand and Capacity Management function across Azure, AWS, and Foundry platforms, embedding effective governance, monitoring, and reporting processes
- Develop and implement commercial and financial controls for cloud spend and data consumption.
- Monitor, forecast, and optimise cloud resource utilisation, ensuring that capacity meets operational and business demand without incurring unnecessary cost.
- Track and report on Foundry data consumption and licensing, ensuring compliance with contractual limits and financial thresholds.
- Lead demand planning and cost forecasting activities, ensuring accurate budgeting and spend control across all platforms
Requirements
For this role, we need you to have experience of:
- Proven experience in Cloud Financial Management, FinOps, or Capacity/Demand Management roles.
- Strong understanding of cloud commercial and operational models, particularly AWS, Azure, and ideally Palantir Foundry.
- Excellent financial and analytical skills, with experience in budgeting, forecasting, and cost optimisation.
- Familiarity with FinOps frameworks, including cost allocation, chargeback/show back, and tagging strategies.
- Experience with cloud cost management tools such as AWS Cost Explorer, Azure Cost Management, or equivalent platforms.
This vacancy is open only to those who have the right to work in the UK. Also, due to this role requiring MV/SC level vetting, you need to have continuously resided in the UK for the last 5 years. This residency needs to be in the immediate 5 years prior to this application. The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
