ROCU - TOEX Higher Analyst- Fixed Term Contract Until March 2027

The Regional Organised Crime Unit for the West Midlands region (ROCUWM) is a collaboration between the police forces of Staffordshire, West Midlands, West Mercia, and Warwickshire to reduce the impact and increase the disruption of serious and organised crime within the region and beyond.

We target those areas of criminality we believe pose the greatest regional threats to the people and businesses of the area we cover. Working alongside other UK law enforcement agencies and many other partners from both private and public sectors, the ROCU will directly influence the capabilities of these groups, stifling and reducing their criminal activity.

 

About the role:

An exciting opportunity has arisen within the Regional Intelligence Unit (RIU) for a higher analyst position to manage our Tackling Organised Exploitation (TOEX) capability.

The TOEX Programme is a nationally networked intelligence capability that provides dedicated intelligence, analytical, and technical expertise in support of forces undertaking complex organised exploitation investigations, such as modern slavery & human trafficking, organised immigration crime, county lines, adult & child sexual abuse and exploitation. 

TOEX teams are embedded within each of the ROCUs across the country as well as a dedicated team covering London and a national team, who oversee regional activity. The TOEX network ensure victims are safeguarded and those seeking to profit from exploitation – including localised crime and the organised criminal networks behind it - are disrupted and brought to justice.

The TOEX higher analyst in ROCUWM manages the TOEX team within the RIU, with the team consisting of analysts, researchers and intelligence development officers (approximately ten staff in total). The role reports to the strategic intelligence manager in the RIU and works closely with other intelligence professionals in the department, wider ROCU capabilities and regional forces, in addition to maintaining close links with the national TOEX network.

TOEX roles are currently funded to end of March 2027, with funding reviewed annually.

 

Key responsibilities include:

  • Supervise and motivate team and individual performance, providing direction and leadership; taking responsibility for welfare, training and development.

  • Apply the TOEX operating model to gather, verify and assess all available and appropriate information to gain an accurate understanding of situations and their context. 

  • Oversee advanced intelligence analysis, ensure the development of analytical products and briefings which develop inferences and test hypotheses. 

  • Quality assure to national standards and present the results of analysis in the most suitable format to all relevant parties, including external organisations.

  • Provide a gateway into the TOEX network, a single point of contact across the region utilising a triage process to accept or decline tasking requests, managing the expectations of both internal and external clients.

  • Work closely with the other higher analysts and intelligence managers across the ROCU structures to ensure analytical and research products are complementary and to minimise duplication across the department, promote best practice and knowledge sharing.

  • Maintain awareness of both national and regional priorities around organised exploitation; and the latest technological advances and best practice within intelligence analysis to ensure the delivery of the most effective and efficient output to clients.

  • Any other duties that are commensurate with the role and grade as requested by management

 

Essential Criteria:

  • At least three years analytical experience within an intelligence environment. 

  • Qualified to graduate level in a relevant subject or studying for a post graduate qualification in a relevant field, or equivalent professional experience and vocational qualifications.

  • A depth of experience with complex strategic and tactical intelligence analysis and planning, demonstrating innovative and creative approaches to problem solving.

  • Proficient in the use of analytical, data processing and visualisation software. e.g. i2 analyst notebook, Chorus, CSAS.

  • Experience of supervising, motivating and managing the people development of a team of professionals within a high paced environment where there are competing and complex demands.

  • Highly developed communication skills, able to quickly build positive working relationships with internal and external clients. Managing expectations and having the ability to provide professional advice and guidance; or explain complex issues to non-specialists.

  • Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines, effectively planning and organising activities and resources to meet objectives.

     

     

Desirable Criteria:

  • College of Policing Intelligence Professionalisation Programme (IPP) Qualification (or to complete within 12 months of appointment), and continued IPP compliance.

  • Experience of working in a sensitive environment, dealing with both sensitive and personal data.

  • Experience of working within the thematic of Exploitation, Modern Slavery, county Lines or Organised Crime Groups. 

  • Experience in the production and presentation of analytical products in support of major and complex investigations. 

  • Experience in report writing, inference building and producing analytical intelligence products identified within the National Intelligence Product (NIM). 

  • Knowledge of covert tactics and the Regulation of Investigatory Powers Act 2000 (RIPA).

     

     

Other Requirements: 

  • Must be willing to undergo vetting. 

  • Must be willing to travel within and outside the region as required.

 

Vetting: Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Medical:  Appointment to this role may be dependent upon successfully completing medical checks, which may include a drugs test and if required a fitness test.
