ODU Deputy Senior Organisational Learning & Exercising Manager - Counter Terrorism Policing

The Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside our partners to help protect the public and our national security by preventing, deterring and investigating terrorist activity.

The Operational Development Unit (ODU) is a dedicated team who are responsible for the strategic management of Learning, Training and Exercising (LTE) within the CT Network. The unit forms a key part of the Prepare strand of the Home Office CONTEST Strategy. Working alongside our partners, the ODU harnesses the value of shared LTE to ensure the CT Network is ready, prepared and interoperable to respond to current and emerging terrorism and Counter State Threats.

We are looking for a motivated, dynamic and suitably qualified colleague to support the Senior National Organisational Learning & Exercising Manager in the strategic delivery of Learning, Training and Exercising within the National Counter Terrorist Policing Network.

You will be based at our modern offices near to Birmingham International Airport, however there will be an expectation of national travel on a regular basis to perform this role, including having to work extended hours at locations throughout the UK (predominantly London). There may also be future opportunities to travel internationally as the Counter State Threats work evolves.

You will predominantly work Monday – Friday 0800-1600 however, an element of flexibility is necessary to meet business needs.

The nature of specialist CT work and the higher classification of the computer systems and training content that are used, means the opportunities for blended working are limited. The role will be predominantly office based in accordance with the business requirement to access the appropriate systems.

The role

You will provide management level support to the Senior National Organisational Learning & Exercising Manager in the strategic delivery of Learning, Training and Exercising within the UK National Counter Terrorist Policing Network including work around Counter State Threats.

You will utilised your communication skills when working effectively as part of the team and with colleagues from across the national network, representing the ODU by working in collaboration with the Counter State Threats Teams across the Counter Terrorism Network at appropriate senior level, where key learning recommendations for Counter State Threats specific priorities will be managed and discussed.

You will be responsible for the direct line management of ODU staff within your capability area. You will also be responsible for the matrix management of regional staff (to support Organisational learning including Counter State Threats) across the CT Network (10 regions).

Responsibilities

  • Monitoring performance and development of staff within the Organisational Learning & Exercising portfolio.
  • Co-ordinating compliance with the National Security Strategy and performance framework.
  • Leading compliance audits across the network to ensure agreed standards meet the business needs ensuring the CTP Organisational Learning Business Process remains effective.
  • Fulfilling an essential oversight and coordination function to ensure consistency of approach and full integration of Organisational Learning within component regions of the National Counter Terrorist Network including work around Counter State Threats.
  • Understanding and experience of Secret and Top-Secret working environments.
  • Enabling supervision and prioritisation of demand, ensuring appropriate security levels and access to High Side systems as required.
  • Representing the Counter State Threats operations on behalf of ODU in relevant national meetings and governance as required, whilst providing a professional point of contact as a subject matter expert in Counter State Threats (CST).
  • Establishing, managing and continually developing a national CT debriefing capability which maximises opportunities for organisational lessons learnt across the CT system, including across Counter State Threats and strategic and cross-government partners.
  • Nationally directing and coordinating the CT Policing debrief capability and the management of derived organisational learning at appropriate security classifications.
  • Developing and implementing a debriefing quality assurance framework which meets the standards required for senior stakeholder reporting and achieves national consistency in debrief report production and strategic content.
  • Responsibility for managing budgetary expenditure in relation to maintaining an organisationally competent debrief cadre and the managing of CTP Organisational Learning.  
  • Managing the development and production of National CT operational and exercise debriefs commissioned by CT Policing strategic command.
  • Managing the ODU exercise delivery strategy in line with SNC Protect & Prepare priorities ensuring that appropriate learning is captured and managed.
  • Working without direct supervision, making decisions using own specialist knowledge, initiative and experience.

Skills and competencies 
Essential

  • Formal qualification in management of organisational learning or extensive practicable experience in the field.
  • Extensive experience of the management of organisational learning activity within an Organisational Learning & Exercising environment and the management of Organisational Learning projects. 
  • Evidence the understanding how organisational learning influences decision making within organisations and the implementation of the Organisational Learning Cycle.
  • Ability to work without direct supervision and make complex decisions without the need to refer for guidance.
  • Proven ability to manage multiple workloads, with tight deadlines, and prioritise work with competing deadlines.
  • Proven ability to communicate with and influence senior staff and stakeholders to build strategic relationships across operational and professional boundaries.
  • Lead compliance audits across the network to ensure agreed standards meet the business needs ensuring the CTP Organisational Learning Business Process remains effective.
  • Experience of matrix-management or line management of personnel.
  • Demonstrate awareness of equality and diversity appropriate to this role and have a high level of personal integrity. 
  • Hold a full driving licence and be prepared to travel nationally.


Knowledge & Experience
Desirable

  • Desirable: evidence of working within the Counter State Threats space.
  • Knowledge of Organisational Learning capabilities of CT Networks strategic partners within the CST Counter State Threats space
  • Ability to manage multi-agency groups to achieve collaborative working between ODU on behalf of CTP and strategic partners to promote and adopt an OL culture

 

Security Clearance

This post requires British nationality (some dual nationalities may be ineligible) and a Developed Vetting clearance.

You will need to undergo additional security clearance checks, with the offer of employment being conditional on obtaining all of the necessary security clearances.

There are limitations on travelling to a small number of countries once in post.
