Norfolk and Suffolk Constabularies are seeking an outstanding detective leader to become our next Head of Specialist Crime and Director of Intelligence. This is a unique opportunity to shape the strategic direction of some of the most critical functions in modern policing, leading the fight against serious and organised crime whilst driving innovation in intelligence and digital investigation capabilities.

A proven track record of leading serious and complex investigations

Significant experience of intelligence-led policing and managing intelligence functions

Strong strategic and operational leadership skills

The ability to build and sustain effective partnerships across policing, criminal justice, and safeguarding environments

Experience of leading organisational change and developing specialist capabilities

A commitment to professional standards, ethical leadership, and continuous improvement

A genuine passion for developing people and creating high-performing teams.

Essential Requirements

Detective Superintendent or Chief Inspector seeking promotion PIP 3 SIO, or substantial experience operating as a lead Responsible Officer (LRO) for SOC at Level 2. Where a successful candidate does not currently hold PIP Level 3 accreditation, they will be required to achieve and maintain PIP Level 3 SIO accreditation within 18 months of appointment.

Significant experience leading serious and complex criminal investigations Extensive leadership experience within investigative policing

Expertise in intelligence-led policing and intelligence management

Strong understanding of serious and organised crime, vulnerability, and public protection

Experience of strategic partnership working

Ability to travel across Norfolk and Suffolk.

Eligibility:

You should currently be a substantive Superintendent seeking level transfer or a Chief Inspector seeking promotion.

You will need your PDRs for both this year and last to submit with your application. If you are a Chief Inspector seeking promotion, your PDR should include evidence why promotion is the right step for you now, highlight any development and what is/has been done to develop in these areas and should also show what continued professional development (CPD) has been undertaken.

You should not currently be under a formal stage for UPP.

You should not currently be under a formal investigation for conduct.

Please note: This joint role requires the successful candidate to operate across multiple locations throughout Norfolk and Suffolk Constabularies and to maintain a visible leadership presence across both forces.
