Role Summary

This secondment opportunity is to a senior leadership position in the National Economic Crime Centre (NECC) - a multi-agency team established in 2018 to deliver a step change in the UK response to tackling economic crime. It is housed in the National Crime Agency (NCA) and works alongside the UK Financial Intelligence Unit (UKFIU).

As a collaborative, multi-agency centre, the NECC leads the response to the full range of economic crimes through Threat Leadership, Public-Private Partnerships, and Operational Coordination. Personnel are drawn from across the UK Law Enforcement community, Police, Civil Service, Regulators and Private Sector, who form subject matter expertise in different areas of economic crime.

The Head of Fraud Threat Leadership leads the team responsible for reducing the threat, risk and harm of fraud against individuals and business. This is a global serious and organised crime occurring in higher volumes than any other crime type in the UK. Working across the whole counter-fraud community, the role is to enhance, understand and direct the best possible operational response using a comprehensive understanding of the intelligence picture to design initiatives and partnerships that deliver impact at scale and create opportunities for a range of operational partners.

The role reports to the Deputy Director Fraud and forms part of the NECC’s Senior Management Team. The team consists of approximately 20 personnel under the leadership of four equivalent Superintendent level staff who focus on Online, International and High Harm fraud. The Head of Fraud Threat Leadership also chairs the Public Private Threat Group for Fraud, attends the NCA chaired Fraud Strategic Governance Group and Home Office Fraud Delivery Group which oversees the implementation of the Governments Fraud Strategy.

This secondment co-funded by the NECC and CoLP and is for 2 years with an option to extend subject to force, NECC and the candidate’s agreement.

Main Responsibilities

  • Performing a key role as Policing’s senior representation into the NECC.
  • Lead four direct reports and a team of approximately 20 subject matter experts in Fraud Threat Leadership.
  • Actively participate in the Senior Management Team of the NECC.
  • Co-Chair the Public Private Threat Group with a member of industry.
  • Deliver against strategic objectives as per the UK Fraud Strategy, with direct accountability for the design and delivery of tactical work plans.
  • Manage a budget of over £12m of Fraud funding allocated to the NCA.
  • Chair the NCA’s Silver Group for Fraud Pursue work to ensure delivery of disruption objectives in the Agency.
  • Collaborate by default, work in close partnership with law enforcement, UKIC, government and NCA departments.
  • Provide inclusive leadership within the Fraud department, setting clear direction and empowering / supporting officers to deliver in their own way
  • Provide visible leadership across the system, through formal governance, engagements and media contributions to raise awareness of the threat and set priorities
  • Develop and deploy Fraud expertise, actively seeking out knowledge to benefit the work of the NECC and partners
  • Oversee projects and partnerships that span sectors, in particular with tech and telco sectors.
  • Be an ambassador for the NECC and UK economic crime response, where we are having an impact, and where we need to come together to do more

Entry Criteria: (to be assessed at application sift and interview if required):

  • Knowledge, understanding and experience in policing’s fraud/economic landscape
  • Experience of leading the delivery of outcomes at a senior level in economic crime
  • Experience of leading high performing diverse teams, and bringing officers on to innovate and achieve stretch objectives
  • Experience of influencing complex systems and setting direction in a multi-stakeholder environment
