Senior Counter Fraud Investigator
Job summaryAs a member of the Fraud Defence team, you will support the wider counter fraud and corruption work at MOD, including supporting projects and programme of work designed to continuously improve MOD’s counter fraud and corruption maturity. The role involves managing our relationships with a range of partners, which includes Ministry of Defence Police, Service Police, Contractors and Senior Civil Servants across the spread of MOD.
This position is advertised at 37 hours per week.
Job description
We are looking for an experienced fraud practitioner with recent experience in undertaking and leading serious and complex investigations.
A permanent position has arisen within the MOD Fraud Defence Team, based in London but operating across the UK to deliver thorough and comprehensive investigations into allegations of criminality, misconduct, or unethical behaviour by MOD employees, service personnel or contractors.
The successful candidate will report to the Grade 7 Head of Investigations, Fraud Defence.
The successful candidate will:
Plan, and deliver an allocated caseload of investigations into concerns raised via the MOD’s Confidential Hotline, including allegations of fraud, corruption and unethical behaviour;
Conduct investigations expeditiously, using a variety of investigation techniques, in accordance with legislation and codes of practice, and any appropriate MOD Policy, Rules and Guidance;
Identify and pursue all relevant lines of enquiry including compilation of relevant evidence and witness statements;
Engage with MOD managers and military officers to provide updates on investigations; Collaborate closely with whistle-blowers and identify key witnesses, subjects and partners, as appropriate;
Interview and record evidence from suspects in compliance with PACE and Departmental policy;
Identify, secure and preserve evidence in physical, electronic, and documentary format to prove or disprove the allegations;
Produce, and review, investigation reports and evidential material, to appropriate quality standards for use in the criminal justice system or internal disciplinary procedures; Maintain databases and investigation material in accordance with the appropriate standards;
Identify lessons learned arising from investigations and share good practice.
Person specification
Candidates will be a qualified investigator (eg. PIP2, CIPFA, ACFS) or be able to demonstrate significant relevant experience of working in an investigative environment.
It is highly desirable therefore that you are:
- Experienced in conducting fraud, corruption or ethics investigations, and preparing evidence to the appropriate standards;
- Understand general organisational finance, procurement and commercial controls and processes;
- Understand legislation and codes of practice that are applicable to fraud, corruption and ethics investigations;
- Able to demonstrate flexibility by working independently and as part of a team;
- Able to communicate well, both orally and in written form, to influence partners;
- Strong drafting ability to produce reports;
- Able to handle time and resources effectively to meet objectives;
- Experience of leading investigations and managing their successful delivery through others, including third-parties.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
