Note: The current government funding for this role is from the Home Office Fraud Grant. At the time of advertisement, funding has not been confirmed by the Home Office for 2026/27 onwards, however we feel confident that funding will continue beyond this financial year for several years to come. It is expected that at the point the recruitment process concludes, we’d be able to provide an update regarding the duration of contract beyond this financial year.
This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade.

About the team
The Intelligence Development Team provides intelligence products, operational intelligence development and strategic assessment of threat, harm and risk across multiple areas of fraud for the City of London Police and the nation in its role as National Lead Force for Fraud and Cyber. This role will sit within the Central Fraud Team and assist in developing intelligence packages and providing operational support in the areas of Pursue, Prevent, Prepare and Protect. The team work closely with partners in NFIB, NECC, NCA, International law enforcement and intelligence agencies including Interpol and numerous private sector partners. The team are recognised nationally as having a specialist knowledge on Romance Fraud and Courier Fraud.
About the role
You will proactively develop quality intelligence packages for dissemination to all forces and regions in England and Wales specifically, but not exclusively, focussing on harm fraud types with the intention of disrupting criminal networks and pursuing offenders.
You will be expected to engage with internal and external stakeholders, domestically and internationally gleaning and sharing intelligence enabling the successful disruption of those criminals’ intent on causing harm.
You will also work with the regional Proactive Economic Crime Teams for which the team have a responsibility for providing an intelligence development service in support of their efforts.
Responsibilities
In this role, you will be:
- To identify, gather, proactively develop and disseminate information and sanitised intelligence development products in support of operational policing activities and SOC priority areas. To proactively target and develop identified intelligence gaps relating to Threat, Harm and Risk the four high harm frauds across the 4 P’s.
- Being innovative with financial intelligence and developing new initiatives with regional capabilities to maximise use and consideration of financial intelligence within investigations at both regional and local level.
- Prepare and deliver intelligence products to clearly and accurately inform decision making and/or facilitate response.
- Maintain information on the intelligence system and disseminate to relevant parties, in line with confidentiality, sensitivity and duty of care policies and relevant legislation.
- Establish and maintain networks with internal and external partners, specifically in relation to fraud investigations, to ensure appropriate information sharing in support of a timely response and to achieve shared objectives.

- Ability to evaluate, analyse and disseminate intelligence.
- Able to break down a complex problem into component parts and determine appropriate action in investigations.
- Excellent knowledge of policy and procedure in intelligence practices including MoPI and NIM.
- Investigation experience within Law Enforcement.
- Gathering, recording, storing, accessing and sharing of information.

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
