This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade.

About the team

The Frontline Systems Support and Development Team (FSSD) – Niche RMS Systems Administrator Ops Lead role sits within the Information Management Security service area in the Corporate Services Directorate.

The Niche RMS Systems Administrator Ops Lead maintains the business-critical Niche Record Management System used by the City of London Police, which is used operationally by over a thousand police officers and staff members.

About the role

An exciting opportunity to play a key role within the City of London Police by administrating its Niche Record Management System that is used to manage its operational information ranging from Investigation and crime management, property management as well as case preparation and criminal justice management.

Responsibilities

In this role, you will be:

Working with both police officers and police staff in a multi front line system management environment.

Support the forces main Niche RMS system as a subject matter expert who has in depth knowledge in the way that it is set up, works and methodology behind the system, which in turn will assist in problem solving.

Supporting and taking responsibility for the administration of its Niche record management system, while working with external stakeholders, notably COLP’s East Midlands collaboration and all the obligations that relationship brings.

Manage technical business change projects under the supervision of the Head of FSSD or other manager, and support in the determination of system development requirements in consultation with end users.

Help identify whether the technical solutions provided by system supplier meet the organisation's specific requirements.

Verify technical information, which includes training manuals, user guides as well as system requirements

Publicising important information about the system and processes to all stakeholders.

Manage business change workstreams relating to Niche, reporting to line management as well as senior management stakeholders.

Maintaining and keeping accurate records in relation to COLP Niche users within the system administration as governed by compliance.

Ensure Directorates are engaged with and consultation takes place and to act as a conduit with Directorates and the Front-Line Systems Support and Development Team and its national obligations, as well as to the East Midlands collaboration.

To manage testing of the Niche RMS when new workflows and modules are being designed or put into the system or patches are being applied. This would be in the relevant safe network environment.

To attend meetings both internally and externally and represent COLP and the Front-Line Systems Support and Development Team.

Excellent writing skills to articulate solutions or to submit written Papers to internal or external boards on behalf of the Niche RMS Interim BAU Team.

A team player who can work either as a part of a bigger unit or can be set tasks and manage their time to achieve what has been set.

To undertake any other duties that may reasonably be requested appropriate to the grade such as providing resilience across other systems managed by the FSSD during peak demand or to cover short term absence.

Requirements

For this role, we need you to have experience of:

Experience of full system administration, preferably with prior experience in updating and administrating Niche RMS.

Managing business systems administration, including user management, system monitoring, and security management.

A proven track record of working within business-critical operational systems.

Experience of system administration duties in a law enforcement/policing environment (Desirable but not essential).

Recent demonstrable practical experience of using and administrating a complex Record Management System.

Strong experience of database network administration and system administration.

Excellent critical thinking and problem-solving skills.

Effective written and oral communication skills with the ability to communicate clearly and effectively with a variety of audiences such as writing copies for internal comms, user guides or reports to management.

Ability to work with and maintain relationships with external partner agencies and effectively manage demand from both internal and external stakeholder requests.

Be able to work on an individual basis or be committed as part of a team.

Proficient with IT applications (Microsoft Word, EXCEL, PowerPoint, MS TEAMS, MS FORMS and Microsoft Outlook)

Knowledge in using operational policing systems, such as crime recording or evidential systems (desirable)

Selection Process

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.

The application and interview will be tested under Level 1 of the College of Policing Competency and Values Framework.

Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
