About Us:

South Wales Police is the largest police force in Wales, serving a population of approximately 1.3 million people across an area of 2,117 square miles. As an ICT Senior Network Engineer, you will play a crucial role in ensuring the smooth functioning of our ICT infrastructure and providing technical assistance to our staff. Formed in 2003, Tarian is part funded by the Home Office, Welsh Government and the three Southern Wales Police Forces: South Wales, Gwent and Dyfed-Powys. The ROCU is a multi-disciplinary team made up of police officers and staff seconded from the three forces. The lead force for the region is South Wales Police.

Where we operate:

Tarian operates across Monmouthshire, Blaenau Gwent, Caerphilly, Newport, Cardiff, Rhondda Cynon Taff, the Vale of Glamorgan, Bridgend, Neath Port Talbot, Swansea, Carmarthenshire, Pembrokeshire, Ceredigion and Powys.

With over 20 specialist units and capabilities, the teams within Tarian are dedicated to disrupting and dismantling Serious Organised Crime groups across the region.

The role:

We are seeking a highly skilled and motivated ICT Security Specialist to join our dynamic IT team.

To provide ICT cybersecurity guidance and specialist advice for designated technical functions across a diverse range of technologies that underpin mission critical and operationally sensitive 24/7 emergency services and systems. 

Purpose:

Ensuring strategic, security and technical adherence to organisational standards including legislation, codes of practice, protection and regulatory compliance whilst maintaining the security posture of enterprise scale infrastructure to meet agreed security accreditation levels that underpin organisational cybersecurity health.

Responsibilities:

  • Develop, install and maintain various aspects of enterprise scale cybersecurity, paying particular attention to wider business impact when planning maintenance and development activities.
  • Provide security guidance to a diverse range of infrastructure technology specialists, consisting of Network, Perimeter, Storage, Servers & Devices, and various devolved units with distinct IT provisions.
  • Identify, propose, and implement opportunities for the continuous improvement of ICT cybersecurity technical controls, risk management, monitoring and detection, response and recovery and vulnerability management bringing mutual benefit to the force and its partners.
  • Provide senior management specialist advice and guidance on a range of complex and/or escalated technical security issues.

Requirements:

Essential Qualifications

  • Must possess a relevant degree or other significant ICT related qualification or be able to demonstrate equivalent skills and abilities to this level.

Essential Skills

  • Must have proven experience of ICT Technical Security within a large organisation across multidiscipline technologies and teams within enterprise scale technology infrastructure.
  • Must have proven experience of ICT Cyber Security Management of large-scale On-premise and/or Cloud service deployments of network, identity, server, storage, virtualisation, platforms, software and clients. 
  • Must have proven background of ICT installation and managing an enterprise infrastructure.
  • Must have proven experience of monitoring, diagnosing, problem-solving and reporting across diverse ICT infrastructure, platforms and software.
  • Must have proven experience of developing practices and mechanics that comply and maintain secure standards of working and protection of data.
  • Experience with enterprise SIEM solutions as part of a proactive security monitoring infrastructure
  • Experience in Enterprise Systems Management, Monitoring and especially Microsoft Systems Centre Operations Manager or Azure Monitor / Sentinel
  • Experience in Enterprise Security including Cyber Security Frameworks such as NIST / CIS

Essential Knowledge

  • The post holder must provide security management and/or security development lead including:
  • Must be conversant to provide ICT security lead and management of On-premise and Cloud service infrastructure, platforms and software.
  • Proven experience of cyber security and counter measures for critical 24/7 operations and organisations hosting classified data.
  • Must be aware of the strategic operational implications that security, standards and compliance of ICT has upon the organisation.
  • Must have experience of Cyber Incident Management in identifying, managing, recording and analysing security threats and incidents.
  • Awareness of the operational necessity that IT Enterprise Infrastructure has upon the organisation.
  • Establishing IT Processes, Procedures and Guidance, particularly Security orientated documentation.

Decision Making:

  • Gathers, verifies and assesses all appropriate and available information to gain an accurate understanding of situations
  • Considers a range of possible options, evaluating evidence and seeking advice where appropriate
  • Makes clear, timely, justifiable decisions, reviewing these as necessary
  • Balances risk, cost and benefits, thinking about the wider impact of decisions
  • Exercises discretion and applies professional judgement, ensuring actions and decisions are proportionate and in the public interest.

Where you’ll fit in:

The ICT Security Specialist will report to the ICT Operations Manager – TARIAN and work alongside senior ICT Managers for Technical Standards Delivery in accordance with corporate SWP ICT Security Standards and bespoke covert security requirements.

You’ll be part of a small team who work a mixed environment of on-premises and working from home.  Your role will predominantly be 9-5 Monday – Friday with occasional weekend events or where required participate in out-of-hours on-call.
