Description of Department:

The NPCC Cybercrime Team is responsible for developing and delivering an enhanced capability across the 4Ps, at regional and local force level to tackle cybercrime, with a primary focus on offences committed under the Computer Misuse Act.

The role requires extensive stakeholder engagement with NFIB, NCA and private industry partners. The projects cover a variety of capabilities within a large portfolio of change programs.

The application and interview will be assessed under Level 1 of the College of Policing Competency and Values Framework.

Purpose of the Role

An exciting opportunity has arisen to join the NPCC Cybercrime Team as a cryptoasset & darkweb investigator, playing a key part in disrupting online serious organised crime. This is a complex, exciting, and fast paced area of policing where you will work with both public and private industry partners to identify, develop and support intelligence leads for UK policing. As a cryptoasset & darkweb investigator you will be conducting blockchain track and trace investigations to track illicit funds. You will use legislation to gain information from services, identifying those associated with the activity. You will conduct research into these entities gathering evidence and intelligence to support law enforcement action. You will conduct enquires into those committing various types of criminality across online platforms, whether that be through the darkweb, messaging platforms or other online spaces used for such activity. You will be responsible for developing these leads into intelligence summaries and packages that law enforcement can act on. You will help manage relationships with those within the network and private suppliers to build meaningful, proactive opportunities.

Key Requirements:

Core Responsibilities:

  • Conduct blockchain track and trace investigations, tracing the movement of cryptoassets across blockchains and assets types to gather evidence and identify suspects involved in serious and organised crime.
  • Collaborating with other agencies and partners to develop, evaluate, analyse, risk assess and disseminate intelligence on cryptoasset use in organised crime, using the National Intelligence Model (NIM).
  • Work in partnership with other agencies to prepare, submit and complete case papers including attending court and giving oral evidence.
  • Maintain personal responsibility for gathering, recording, storing, accessing and sharing of information in compliance with information security policy, procedures and codes of practice and legislation.
  • Develop, disseminate, and promote best practice in forensic blockchain and cryptocurrency investigation.
  • Balance and prioritise a high workload to achieve the NPCC Cybercrime Team objectives.
  • Work co-operatively with team members and colleagues, contributing positively and constructively to NPCC Cybercrime Team objectives.
  • To attend multi-agency meetings as a representative of the NPCC Cybercrime Team.
  • Lead by example and behave in line with the Police Code of Ethics ensuring that the policing values and behavioural expectations are clearly understood and considered by managers, officers and staff in their decision making and actions, reinforcing and influencing them through all interactions and processes.
  • Be a part of a wider NPCC Cybercrime Team to manage projects as directed by the NPCC Cybercrime Programme Lead.
  • Support the delivery of key operational products, such as threat intel & blockchain forensic tools, training products, national conferences and written guidance.

Knowledge, Skills, and Abilities

Essential Criteria:

  • To be an accredited Detective (ICIDP PIP2 or equivalent) or working towards accreditation, or suitable experience in managing complex cases.
  • Proven ability to evaluate, analyse and disseminate intelligence.
  • Good knowledge of Data Protection Act, Investigatory Powers Act, Regulation of Investigatory Powers Act and Police and Criminal Evidence Act.
  • Excellent planning skills.
  • Excellent written and oral communications skills.
  • Willing and able to work unsupervised and to take responsibility and ownership for specific work streams.
  • Tactful, diplomatic, and able to engage effectively with partners either in person or in writing.
  • Self-motivated and organised.
  • Demonstrate the ability to work with limited supervision as part of a small team, being able to prioritise workloads.
  • Be SC vetted or willing to undertake SC vetting.

Desirable Criteria

  • Understand the current structures of the Team Cyber UK landscape, including the NCA, NCSC, ROCU network, force teams, and wider interrelated capabilities.
  • To have experience investigating complex cryptoasset investigations using blockchain forensic tools.
  • Understand criminal marketplaces and spaces used to facilitate online serious organised crime.
  • A technical understanding of computers, digital forensics, and networking.
  • Be certified in cryptoasset/forensic blockchain investigation.
  • Understand the issues around commercial confidentiality and sensitivity.
  • Have experience of or demonstrate a broad understanding of:
  • Legislation and procedure associated with GDPR
  • Police Intelligence development and classification
  • Data analysis
  • Blockchain technology and cryptoasset
