The Commercial Team is a high performing, supportive team with a growth mindset and a focus on delivering value across a complex national programme. The Team brings together a range of expertise in law, finance, procurement and strategy and is known for its clarity and calm approach. Operating at the heart of a high-profile programme environment the team works closely with legal, finance and operational colleagues to support sound commercial decision making, robust supplier management and governance.

About the role
We are looking for a capable and conscientious Commercial Contract Analyst to join our Commercial Team, supporting the delivery of national fraud and cybercrime services on a high-profile public programme. This role involves working closely with our legal team, finance team, and contract manager to develop and manage contract, support change requests and liaise with suppliers across an evolving delivery landscape.
You’ll help shape commercial positions, prepare board materials, lead requirements gatherings conversations and ensure documentation is clear, consistent and aligned with our legal and financial standards. The ideal candidate will be someone with sound judgment, strong written and verbal communication skills and an ability to identify issues and propose solutions. You’ll need to be confident managing stakeholders, detail oriented in your drafting and within a politically sensitive environment. A ‘can do’ mindset, follow through and consistency are highly valued.
Responsibilities
In this role, you will be:
Supporting the Contract Manager across a broad range of commercial and legal activities, including drafting contracts, developing change requests, and supporting strategy and policy implementation. A key part of the role is helping the business articulate and refine its requirements for changes to services ensuring they are commercially sound and legally robust, under the supervision of the Contract Manager and the Legal Team. The postholder will attend and help prepare for governance boards, maintain good documentation discipline and actively identify and escalate risks through the governance channels. You’ll build strong working relationships with our legal team, delivery partners and internal colleagues in Commercial and Finance, acting as a link between the business need and contractual structure.
You’ll also be expected to communicate clearly and confidently with a range of stakeholders sometimes providing reassurance and clarity, other times ensuring our governance processes are followed or offering a practical sounding board. The role sits at the heart of a high-profile national programme, requiring the ability to solve delivery challenges as they arise, support multi-functional decision making and contribute to effective supplier management. It’s ideal for someone who enjoys problem solving, values consistency and thrives in a supportive, collaborative and structured environment.
Requirements
For this role, we need you to have experience of:
Working in a commercial or contract management environment, ideally supporting complex programmes of work or service delivery arrangements. You should have direct experience drafting or reviewing contractual documents, supporting the development of change requests, and working closely with legal and commercial colleagues to ensure risks are managed and contractual governance is followed. Experiencing engaging with suppliers or delivery partners and helping the business articulate its requirements in a way that aligns with contract structures is essential.
You should also have experience working in cross functionality - particularly with legal, finance and delivery teams, and be confident identifying problems and contributing to their resolution. Strong written and verbal communication skills are critical as the role requires working with a variety of stakeholders, including senior leaders to provide sound advice, reassurance or challenge where necessary. Familiarity with preparing for and attending governance boards, as well as maintaining clear documentation and logs is important. Above all we are looking for someone who can bring structure and follow through to a diverse national programme.

Selection Process
As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.
The closing date for applications is 1st May 2025.
Following shortlisting, successful candidates will be invited to attend a competency-based interview, to be held week commencing 12th May 2025.
