Salary: According to National Police Pay Scale, plus London Allowance (Non-Pensionable £6588 p/a)and London Weighting (Pensionable - £3030 p/a).

Description of Department:

The National Fraud Intelligence Bureau (NFIB) sits alongside Action Fraud within the City of London Police which is the National policing lead for economic crime.

The NFIB receives all the Action Fraud’s reports. Millions of reports of fraud and cybercrime are used by the NFIB to identify serial offenders, organised crime groups and find emerging crime types.

What the NFIB do with Action Fraud reports

  • The reports are assessed and analysed by NFIB experts.
  • Data matching allows reports from different parts of the country to be linked through analysis, identifying the criminals behind the frauds.
  • Reports are sent to local police forces/law enforcement agencies for investigation.
  • Bank accounts, websites and phone numbers which are used by fraudsters can be taken down by the NFIB.
  • Not every report results in an investigation, but every report helps to build a clear picture. This contributes to making the UK a more hostile place for fraudsters to operate in and helps to keep other potential victims safe.

The NFIB gets it data through three main channels

  • Reports from individuals and small businesses (coming either directly or via a police force) made to Action Fraud on the phone or online.
  • Fraud data from industry and the public sector which includes banking, insurance, telecommunications and government departments.
  • A variety of intelligence sources including, but not limited to, national and international police crime/intelligence systems.

Role Purpose

Serious & Organised Crime Team (SOC) within NFIB is a relatively new team, requiring a proactive minded Detective Sergeant to further develop and lead. The team develop cases of Fraud and CyberCrime, which have Serious & Organised Crime association.

Key Responsibilities

  • Effective leadership of a small team of Crime Reviewers and Police Staff Investigators in the proactive development of cases with SOC association.
  • Quality Assurance Reviews and Performance Management of the team.
  • Managing early stages of SOC investigations and asset recovery.
  • Oversight of cases in development prior to dissemination to ROCU’s, Forces and other interested agencies such as NCA.
  • Make best use of current and developing technology to identify, analyse, disrupt and initiate pursue of SOC offences. Recover loss assets for victims.
  • Building strong relationships with internal and external partners to target SOC
  • Attendance and positive contribution to Operational Taskings.
  • Contribution to CoLP Critical Incident Car (CIC).(CIC) compliments the 24/7 CID service with immediate response to serious crime matters and the enhanced management of crime scenes and initial investigation.
  • Deputise if required for Detective Inspector NFIB portfolio

Essential Criteria

  • Proven operational policing experience and knowledge
  • Experience of leading proactive investigations, with a strong understanding of National Intelligence Model (NIM)
  • An understanding of national fraud strategies and their implementation at regional and local level
  • Experience of relationship management and working with partners
  • Strong analytical skills and the ability to interpret complex evidence and present clear conclusions
  • Effective oral and written communication skills, with experience of preparing, formal structured papers, or submissions of a high standard for presentation to senior managers and other stakeholders
