Police Staff Investigating Officer - 12 Month Fixed Term Contract/Secondment

PSIO – Vehicle Organised Crime Team (VOCT), Birmingham LPA
The West Midlands Police Vehicle Organised Crime team investigate linked series technology enabled (keyless) theft of motor vehicles and theft of motor vehicle parts often referred to a ‘car cannibalism’ offences across Birmingham. These are often organised crime groups stealing vehicles to order with the intention of selling the parts or exporting out of the country. The team work closely with the NVCRP and Car manufacturing industry to reduce offences and provide justice for victims.
The National Vehicle Crime Reduction Partnership (NVCRP) is a new strategic partnership designed to help achieve the NPCC Vehicle Crime Strategy;
- Identifying current and emerging threats
- Building networks and sharing best practice across policing and industry
- Enhancing the operational response
- Removing the profit from vehicle crime, increasing the risk and reducing the reward for criminals
The newly formed VOCT team in Birmingham will work Monday to Friday office hours (0700-1500/ 0800-1600hrs). Investigators will perform a variety of duties and responsibilities that include but are not limited to:
- Investigation of TOMV offences as directed by supervision.
- Investigation of all ‘car cannibalism’ offences.
- Investigation of linked series offending.
- Support victims alongside key partner agencies.
- Identify, locate and Arrest suspects using specialist support where required.
- Interview suspects in line with current policy, procedure and legislation
- Manage secondary investigations through the Crown Court Process.
- Work with DMI’s and industry security specialists.
- Obtain and review third party material in accordance with investigative and disclosure requirements.
- Attend court as the OIC.
- Safeguard victims and their families.
- Make appropriate referrals to relevant support agencies where necessary, for victims, witnesses and offenders
- Carry out any other duties commensurate with the role.
Essential Criteria:
- Working knowledge of PACE powers and how to apply them.
- Demonstrate knowledge of all current legislation, policies and procedures relevant to the role.
- Working knowledge of custody, criminal justice agencies and court procedure.
- Working knowledge of pre and post charge disclosure obligations under CPIA.
- Working knowledge of confidentiality and data protection issues.
- Effective communication skills using a variety of methods to ensure clear, accurate and appropriate sharing of information.
- Self-motivation skills and able to contribute to problem solving activity.
- Experience of effectively managing workloads.
- Experience of working effectively in a team.
- Experience of working in an environment dealing with the public.
- Accurate and high standard report writing skills within given time limits.
- IT skills requiring access of Force and national systems, particularly with CONNECT investigation and case.
- Valid driving licence and basic driving grade.
- Be willing to successfully undertake any training requirements in respect of the role, which will include: - Personal Safety Training.
Desirable:
- To have successfully completed, working towards the ICIDP (Initial Crimes Investigators Development Program) or aspiring to do so.
- To have successfully completed Peace Tier III Interviewing Course.
Successful applicants will be required to pass Recruitment Vetting and Counter Terrorism Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.

Appointment to this role may be dependent upon successfully completing medical checks, which may include a drugs test and if required a fitness test.
