This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade.

Salary: Starting salary £40,910 + £6,710 London Weighting per annum

About the team

This is a new post within the City of London Police HR Directorate in its role as National Lead Force for fraud and NPCC lead for fraud, economic and cybercrime.

You will support the national coordination of policing’s workforce transformation of people across fraud, economic and cybercrime.

You will also support the national programme in delivering a step change in how economic and cyber policing will recruit and retain its workforce at a national and regional level across 43 forces and 10 regions, to meet the government’s vision of delivering a transformative people strategy across law enforcement. You will play a vital role in shaping CoLP; forces; regional; and national HR priorities and cross cutting activities.

About the role

This post sits within the COLP HR team to ensure this national work, fits in with the needs of their Directorate and responds to priorities.

The role involves leading key deliverables related to strategic workforce planning, internships, apprenticeships, and promoting career pathways within economic and cybercrime.

You will work with Directorate management to plan all aspects of resourcing including financial forward planning, skills analysis and staff development in order to meet current and future staff and officer needs.

Responsibilities

In this role, you will:

  • Work with the Directorate and the national workforce strategy programme team, to ensure that their needs and priorities are met in a timely, accurate and consistent manner.
  • Work with CoLP and national HR teams to establish demand and supply forecasting to meet current and future staffing needs.
  • Be responsible for the workforce data within the Directorate and nationally and to work with local management on the analysis of this data.
  • Ensure that managers have the knowledge, skills and resources to manage their teams within the policies, procedures and demands of the City of London Police, identifying development needs and using resources to meet these needs.
  • Embed good HR practice in Directorates nationally, identifying key issues and risks and building capacity to reduce the risk and develop high standards.

Requirements

For this role, we need you to have experience of:

  • Advising management teams on HR best practice and able to demonstrate the development of best practice in an organisation.
  • Understanding of how a service’s business plan influences HR and vice versa.
  • Employee relations background with a comprehensive up-to-date knowledge of employment legislation, recent case law affecting HR and an understanding of the specific requirements of HR in the public sector.
  • Following clear and comprehensive organisational policies and processes and working in complex, unionised organisations.
  • Advising management teams on HR best practice and able to demonstrate the development of best practice in an organisation.

Selection Process

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.

The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.

Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.

The closing date for applications is Friday 28th February 2025.

Following shortlisting, successful candidates will be invited to attend a competency-based interview, to be held week commencing 10th March 2025.
