Salary: £40,910 plus £6,710 London Weighting totalling £47,620

About the team

The Strategy, Planning and Service Improvement team aims to be a strategic hub that leads and coordinates the City of London Police’s approach to strategy development, planning and risk management, tracking and evaluating performance, and strategic stakeholder relations. Through data and insights, the strategic hub will enable the police service to adapt to an ever-changing environment and plan. It will work with internal and external stakeholders to ensure there is a clear long-term strategic vision underpinned by plans to develop capabilities and improve service delivery.

Our measures of success include:

• Chief Officer strategic priorities informed and driven forward through alignment between strategy and executive support functions.

• Strategic and policy development is proactive, and strategic planning is long term, informed by horizon scanning and strategic data insights.

• Service improvements are proactively identified and impact evaluated.

• Strategic stakeholder engagement and management is proactive and coordinated across the organisation.

• Directorate business planning, performance management and governance is centrally led and supported.

• Governance facilitates effective corporate oversight and decision-making through application of consistent standards and processes that are centrally assured and supported

About the role

To drive and support the implementation of service improvements across the force, drawing upon learning from inspections, national good/innovative practice, strategic reviews of policing and other insights. To manage the response to HMICFRS, reality testing and other strategic improvements. To develop subject matter expertise in thematic areas to support service improvement.

Responsibilities

In this role, you will be:

• Review HMICFRS reports, reality testing thematic reviews and other strategic reports and draft and commission action plans in response

• Produce high quality reports on service improvement progress and outcomes

• Coordinate and quality assure HMICFRS returns and support the management of the inspection process

• Work independently to support departments with workstreams aligned to HMICFRS recommendations and other plans for service improvement, developing expertise in thematic areas.

• Support the reality testing process as directed working across the force estate and departments

Requirements

• Experience in gathering, analysing and evaluating information to support action.

• Experience in providing insight and drawing inferences to inform decision making.

• Knowledge of the police service or the ability to assimilate detailed knowledge in a short period of time.

• Excellent research and analytical skills to identify the required information to facilitate accurate assessments of strategic priorities. Excellent report writing skills to provide key information in relation to the assessment decision that is both clear and auditable.

• Ideally educated to degree level or comparable experience to the level of this role, with an ability to demonstrate aptitude in understanding research, analysis and business intelligence.

As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.

The application and interview will be tested under Level 2 of the College of Policing Competency and Values Framework.
