Humberside Police are looking for a highly motivated individual to join them in their busy Specialist department.
The post holder will be required to ensure all exhibits relating to major enquiry are correctly stored, handled, indexed and are available for court proceedings.
You will be required to assess, summarise, and schedule all material gathered to the enquiry, ensuring that ‘Relevancy’ and ‘Disclosure’ tests are applied to the examination of revelation of all such materials, including the application of descriptions and decisions relating to sensitivity of materials.
The Disclosure Officer works with the Senior Investigating Officer (SIO) and Crown Prosecution Service (CPS) in relation to any issues that might undermine the prosecution’s case or assist the defense case.
Working in this role, the post holder may be exposed to material which can be of a graphic and distressing nature.
Key Responsibilities:
Exhibits.
- Support investigations by ensuring that all property seized is correctly handled, recorded, including on HOLMES2 (Home Office Large Major Enquiry System), and stored to maintain its evidential and investigative value. Receives and creates exhibits within the HOLMES system and preserves the continuity of all exhibits by updating the HOLMES system with exhibit movements ensuring that exhibit labels are signed to ensure the continuity of exhibits is maintained. Comply with all national and local guidance and applicable legislation relating to seizing, handling, recording, storage and the disposal of property seized during an investigation.
- Carry out dynamic risk assessments on property seized, adhering to applicable health and safety legislation to ensure the safety of all officers and staff handling exhibits.
- Review the evidential and investigative value of items seized to support the wider investigation. Presents and produces relevant exhibits at Crown Court, when necessary. Takes an active role in trials and pre-empts which exhibits will be required.
- Attend as required scenes of crime, postmortems and other locations, as directed by the Major Incident Room (MIR) Office Manager, in the capacity of Exhibits Officer to support the correct seizure, handling, recording, transportation and storing of evidential items in line with local and national guidelines and applicable legislation.
Disclosure
- Prepare accurate and comprehensive disclosure schedules relating to all relevant unused materials gathered during a criminal investigation to ensure that they comply with applicable disclosure legislation e.g. CPIA and national guidance.
- Undertake relevancy and disclosure tests, including re-assessment where appropriate, to ensure that all materials are prepared for disclosure, ensuring correct reporting processes are followed, and that they are edited, and/or redacted where needed, for disclosure to the defence to support the full and effective disclosure of relevant material from an investigation.
- Advise the SIO and the CPS in relation to any third-party issues, and to any material that might undermine the prosecution case or assist the defence in order to ensure compliance with legislation and national guidance relating to disclosure and progress and support the ongoing investigation. Liaise closely with other members of the Major Crime Team in order to maintain current knowledge of lines of enquiry, relevant information and intelligence.
- Takes an active part in Crown Court trials, ensuring good working relationships with all relevant parties, including SIO, CPS and defence representatives to ensure that all issues relating to disclosure are addressed in a timely manner.
