Description of Department:
The Asset Recovery Team within Specialist Operations is a dedicated team of Financial Investigators specialising in Confiscation on behalf of the force. As National Lead Force for Fraud, you will use confiscation to provide compensation to victims of some of the largest and most complex frauds in the country.
As a DC FI you will use your part 8 POCA powers to trace assets, analyse financial statements, and execute warrants. You will apply for pre-charge restraint, working closely with the investigation teams and maximise opportunities for confiscation and compensation. You will present your cases at court as the responsible FI on the case.
You will combine this with part 5 powers where appropriate to disrupt criminality.
You will be a serving Detective Constable, accredited by the NCA as a confiscator, or an ex-officer eligible under the rejoining scheme with POCA powers still in use with another organisation, or voluntarily suspended.
You will plan and execute POCA warrants, managing your seizures on JARD and any physical property through our POCA processes in line with force policy.
As a Detective Constable you will support the wider force during targeted campaigns or high demand periods through uniform and detective aid duties. You will also support Specialist Operations by working on the night-time Critical Incident Car for an average of 7 nights a year.
Essential Criteria
- Substantive Detective Constable
- NCA Accredited Financial Investigator with part 2, part 5 (at least cash but ideally AFO, listed assets and crypto) and part 8.
- Detailed understanding of Proceeds of Crime Act and Criminal Finances Act legislation
- Experience of financial investigation/intelligence techniques
- Working in collaboration with internal and external departments and partner agencies.
- Takes personal responsibility for maintaining FISS CPD accreditation.
- Competent in the use of FISS, JARD, ARENA or Moneyweb.
Desirable Criteria
- Knowledge and understanding of cryptocurrencies and how to investigate them
- Understanding, experience and access to various intelligence systems
- OSINT aware/trained
- Full UK driving licence
The application and interview will be tested under Level 1 of the College of Policing Competency and Values Framework.
