Financial Investigator Supervisor - South West Regional Organised Crime Unit (SWROCU)
Role Description
The South West Regional Organised Crime Unit (SWROCU) is looking for a Financial Investigator Supervisor keen to progress their careers as part of our Regional Economic Crime Unit.
The Regional Economic Crime Unit uses financial investigation techniques to disrupt serious and organised criminals that are based in South West England. In partnership with other law enforcement agencies and government departments from the UK and abroad it works to bring criminal prosecutions and regulatory disruption and use the Proceeds of Crime Act to deny criminals the profits from their offending through confiscation and forfeiture.
You will be the case officer for some more complex cases and supervise the conduct of other investigations by the FI’s. These will primarily be investigations under the Proceeds of Crime Act 2002, and may include criminal money laundering, asset forfeiture and confiscation, confiscation enforcement, and Civil Recovery at the High Court. It will involve presenting case material including financial statements and attending court if necessary. You will supervise financial investigators and ensure work submitted for court proceedings meets the required standard.
You will work in conjunction with Senior Investigating Officers and the Crown Prosecution Service to set and manage financial investigation strategies for investigations being conducted by the wider Regional Organised Crime Unit.
You will monitor FISS CPD compliance across the team, and support and develop trainee staff to achieve and maintain accreditation in financial investigation and confiscation.
SWROCU is a collaboration of police officers and police staff from the five South West regional forces. We’re part of a national network of nine ROCUs covering England and Wales.
We have more than 20 capabilities that staff and officers work in to Pursue offenders, Protect and Prepare individuals and organisations, and Prevent people from engaging in serious and organised crime.
Our capabilities are here to advise, to assist, or to fully adopt investigations.
We work with local forces and national partners to target and disrupt criminals posing the greatest risk of Serious and Organised Criminality (SOC). This includes offenders involved in cyber threats, economic crime, drug conspiracies, modern slavery and human trafficking, and child sexual abuse and exploitation.

Skills, experience and qualifications required
Essential:
- Allocate and manage the case work of the South West Regional Economic Crime Unit (RECU) Financial Investigators
- Set Financial Investigation strategies in respect of investigations being supported by the SW RECU and supervise the RECU use of investigation powers under Part 8 POCA
- Manage RECU investigations being conducted under the Proceeds of Crime Act 2002, Part 2 (Restraint and Confiscation), Part 5 (Civil Recovery in Summary and High Court proceedings) and Part 7 (Money laundering), ensuring work submitted to the CPS or the court meets the required standard
- Develop and support South West ROCU staff to achieve and maintain financial investigation accreditation from the National Crime Agency Proceeds of Crime Centre
- Provide support and guidance to the Unit Manager in the management of Suspicious Activity Reports received from the UK Financial Investigation Unit
- To provide expert advice to senior managers and investigation teams on financial investigations and associated risk management and decision making
- Develop and maintain close liaison with external agencies, groups and individuals to ensure the efficient and effective denial of assets by the SW RECU, and improve the understanding and use of Financial Investigation
- To provide guidance, support and training inputs to the force and partner law enforcement agencies in all matters relating to financial investigation and confiscation
- To manage and ensure that the team exploit all legislative opportunities to recover the proceeds of crime and compensate victims, including the investigation of cryptocurrency, financial exploitation of vulnerable people, and use of slavery and trafficking reparation orders
- When required to perform the role of “SWROCU Financial Investigator”
- To execute the powers designated by the Chief Constable (under Schedule 38 of the Police Reform Act 2002 as amended by the Policing and Crime Act 2017)

Vetting and safeguarding
This post is subject to a higher security clearance at MV and SC – Management Vetting and Security Clearance Level.

Police Barred and Advisory lists
