Job Title: Business Support Manager

Salary: The starting salary is £59,839, which includes allowances totalling £2,928.

The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location: Marlowe House (Occasional travel to other Fleet Services premises)

 

About Fleet Services 

The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners. 

The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. The complex needs of modern policing requires a wide range of vehicle types. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.  

Customers can be broadly grouped into three strategic pillars – Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.  

The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.  

 Key responsibilities 

  • Overall Pillar leadership - Assist the Head of Enabling Services in managing the Enabling Services team
  • Enabling Services Relationships – Manage the day-to-day relationships between Fleet and a number of other MPS Business Units, most notably OSS SIPI, HR, Finance, and PSD. Ensure productive working relationships are in place  
  • Fleet Services Strategy – support the HR, Strategy & Governance Lead in the development, implementation and refinement of the Fleet Services Strategy. Ensure that the team coordinates across all Fleet Services teams to ensure that the strategy is as effective as possible 
  • HR Workforce Management – lead the Fleet Services HR team to undertake a range of activities. Lead development, implementation and refinement of the Fleet Services workforce plan. Own job descriptions for all Fleet Services roles and ensure these are kept up to date. Work with other Fleet teams, OSS SIPI and HR on the processes to fill vacancies through promotions, recruitment, or agency workers. Ensure correct and consistent processes are applied and that all decisions are recorded appropriately   
  • HR Training / Development – lead development of the career development pathways / training approaches and plans, and support the running of Fleet Services training sessions. Remind staff of career development material and LMS courses available  
  • HR Reports – review any standard HR reports and review any issues that appear incorrect or of concern. Attend and contribute to LRPMs for Fleet Services staff  
  • Staff comms & engagement – Develop, implement and refine the staff comms and engagement approach / plan. Ensure that regular staff communications are in place for any Fleet Services news, updates etc. Ensure the team run regular engagement activities whether that be monthly team meetings or ad-hoc events e.g. Fleet Services Family Day  
  • Governance – be responsible for the overall Governance approach for Fleet Services, including the controls in place and the meetings required to help govern effectively. Ensure the team support all key meetings including coordinating materials in advance of meetings, taking actions / minutes, and chasing outstanding actions after meetings. Ensure Fleet Services link into wider MPS governance effectively 
  • Fleet site strategy – own the strategy for Fleet sites, undertaking periodic reviews to ensure the future plan is clear and any possible changes into the future are investigated appropriately, with projects started in good time as required (working with the Asset management team who are responsible for Fleet programmes / projects). Ensure the required Fleet Services site footprint and site requirements are clear at all times for any required discussions with PSD. Where potential changes are required due to overall MPS Estates Strategy changes, engage with PSD positively and proactively to discuss and review options for the Fleet Services site footprint.  
  • Site Management – work with Service, Maintenance and Repair resources to coordinate required work across Fleet sites, including ensuring that they are compliant with all MPS policy / controls. Where changes are required, ensure these are progressed to scope, time and budget constraints 
  • Site improvements – coordinate all requests for improvements and changes at sites. Be responsible for reviewing and assuring requirements set out by other Fleet teams and then taking these to the correct MPS Business Unit for discussion and assessment. Lead the required corporate documentation in order to gain approval for changes e.g. business cases. Where changes are approved, play a leading role in overseeing the delivery of those changes, ensuring that the sites are kept up to date with any planned activities so they can manage operational work alongside change. Work with the Asset management team who are responsible for Fleet programmes / projects. 
  • PSD Relationship – develop and maintain strong relationships with Property Services Directorate. Manage and maintain the split of roles and responsibilities between PSD and Fleet Services to ensure all required activities are covered and covered to an effective standard. Lead monthly meetings with PSD to review position across all sites and ensure that they are progressing items under their control e.g. fixes at sites. 
  • Finance – lead the Finance team in Fleet Services and ensure the team are working effectively with the MPS Finance team. Ensure the right financial controls are in place and effective including developing forecasts for the current year and future year, reviewing spend against budget, and assisting with documents that need Finance input e.g. for business justification papers / business cases  
  • Supplier requisitions and spend – oversight of all requisitions / Purchase Orders in place across Fleet Services and ensuring these are raised correctly. Ensure only those with the delegated authority goods receipt against Purchase Orders.  
  • Team improvements – work with the teams in the pillar to identify areas for improvement in operational service and performance indicators, ensuring a culture of continuous improvement is embedded across teams. Work with other pillars on improvements that are cross-service.  
  • Balanced Scorecard – be responsible for performance and insight tracking for the Enabling Services team, with delivery of appropriate performance metrics across Service Delivery, Quality, Cost, and People. Work with Enabling Services team to ensure this is coordinated as part of overall Fleet performance framework 
  • Team direction and management – Manage assigned team to deliver short to medium term functional objectives. Manage assigned budgets to ensure that Fleet Services works within its budgetary controls 
  • Performance management - Provide line management to certain staff, ensuring they are able to perform well in their roles. Evaluate staff performance and lead and develop comprehensive training plans, ensuring all staff are aware of and able to work to Fleet Management standards. Organise the rollout of training using appropriate methods in line with PDPs, career progression plans and future business requirements
