Commissioning Officer – Office of the Police and Crime Commissioner 

Hindlip, Worcestershire 

Permanent Contract 

Full Time

The main purpose of the role is to support the implementation of commissioning activity, planning and development and provide support to the Commissioning Manager with specific projects and developments, and take the lead on task and finish groups as required. 

Main Responsibilities:  

Support the involvement of service users, and providers in the development of Police and Crime Plan outcomes and objectives 

Monitor and gather outcome data from contracts and provide some analysis to inform future commissioning decisions. 

Investigate and research successful service models to help provide the evidence base for effective commissioning in relation to reducing crime and / or support for victims. 

Develop positive working relationships with a wide range of stakeholders and policy leads making them aware of the strategic direction of service development. 

Provide feedback from providers and stakeholders to assist in the development and implementation of commissioning strategies.  

Deputise for the Commissioning Manager at meetings/conferences. 

Support the strategic planning and commissioning of PCC outcomes by working with PCC policy officers

Attend regional groups and networks as agreed with the Commissioning Manager. 

Support the work of the associated Project Board and Project Working Groups designed to support the commissioning process. 

Assist in the provision of information in respect of new guidance and policies that are likely to have an impact on the provision of services. 

Dissemination of information to stakeholders and track/monitor required actions on the Project Plan for each area of commissioned activity. 

Assist with ensuring good communication with service providers and stakeholders making them aware of good practice and changing requirements. 

Support formal procurement processes and ensure work is in compliance with appropriate procurement law, developing close links with the West Mercia Police Procurement department. 

To be responsible for ensuring that where remedial action plans are agreed with service providers / stakeholders and that these are monitored and improvement targets (where appropriate) are monitored to agreed time scales 

At all times to act in accordance with the lawful directions of the Chief Executive. 

Experience/Skills:  

Educated to A level or equivalent  

GCSE English and Mathematics at Grade A – C

Basic project management principles 

Good understanding of governance accountabilities and procedures. 

Delivery of complex agendas within a multi-agency and multi disciplinary partnership environment.  

Working in a project environment 

Experience of working with project documentation, and foreseeing actions from within  

Ability in successfully utilising IT resources to analyse and present information.  

Ability to work successfully across organisational boundaries. 

Excellent communication skills –able to present written and verbal information effectively.  

Ability to manage and prioritise a complex workload.  

Ability to interpret, analyse and translate complex information.

Ability to manage and analyse information.
