This role is open to all Police Staff / external candidates who meet the essential criteria of the person spec, regardless of current grade.

The Economic and Cyber Crime Headquarters (ECPHQ) comprises all central Strategy and Engagement functions across Fraud, Economic and Cyber Crime for the City of London Police, workstreams under the National Policing People Strategy for Fraud, Economic and Cyber Crime, and the Economic and Cyber Crime Academy (ECCA)

About the role
The role involves:
- Leadership of economic and cyber policing’s national people strategy programme to deliver a sustainable workforce model in recruiting and retaining its staff for the future.
- Oversight of ongoing workstreams under the workforce strategy. Namely, Direct Entry Detectives for Economic Crime, Financial Intelligence Officer Student Placements, and Volunteers.
- Joint working with partners and leadership to deliver the new Association of Economic Crime Professionals (AECP). A holistic career offer and community across the public sector, law enforcement, and in future the private sector, for those working in Economic Crime. Part of this offer will include looking to upskill members on new and emerging topics, such as AI
- Strategic lead for the Economic and Cyber Crime Academy (ECCA): Economic and Cyber Crime Academy
Responsibilities
In this role, you will be:
- Understanding and contributing to the strategic objectives and direction of economic and cyber policing to ensure that the programme is able to shape and deliver the right workforce for the future and feed this into wider operational priority planning
- Working with strategic internal and external partners across Policing, wider law enforcement, government, and the private sector.
- Chairing project governance boards, holding workstream leads and dependencies to account, whilst similarly being held to account by economic and cyber policing leadership and government oversight.
- Effective management of budget, contracts and commercial arrangements connected to the delivery of the programme.
- Engaging and influencing senior leaders including at Chief Officer level and senior partners within and across economic and cyber policing, growing stakeholder relationships and building a strong bond between business needs and programme delivery.
Requirements
For this role, we need you to have experience of:
- Knowledge and understanding of the policing landscape nationally and in particular economic, fraud and cyber crime threats affecting the UK.
- The ability to build strong, trust-based professional partnerships with a range of stakeholders, constructively challenge and provide appropriate feedback
- Demonstrable ability to utilise highly developed verbal, written and interpersonal skills, to communicate confidently and effectively at all levels, strategically influencing and negotiating with others positively, whilst maintaining good working relationships.
- Strong problem solving skills and the ability to find innovative solutions when required.

Selection Process
As part of the initial application process, you will be asked to evidence how your experience, skills, and knowledge demonstrate your ability to meet the person specification of the role.
The application and interview will be tested under Level 3 of the College of Policing Competency and Values Framework.
Applicants who fail to address the skills/knowledge/experience of the job description will not be considered.

Following shortlisting, successful candidates will be invited to attend a competency-based interview, to be held Week commencing 2nd March 2026.
