About the team/Department you will be joining:
Applications are to be sought from the Covert Operations Department for a Data Compliance & System Manager (Charter).
The Covert Operations Department is made up of several small teams including the Covert Authorities Bureau and the Communications Data Investigation Unit.
The successful candidate will work within a small and closely knit team, specialising in Records and Product Management within a controlled environment and be based within the Bridgend area with core hours between 08.00hrs to 16.00hrs Monday to Friday.
About the role and your key responsibilities:
The post holder will have direct line management responsibility of the Data Compliance Audit Officer and will have oversight of the review and decision making around the retention or disposal of complicated and sensitive legacy material in both hard copy and electronic format, in line with the direction provided from the force OpSy, based upon legislative and procedural factors. The workstream will be subject of annual inspection by the Investigatory Powers Commissioners Office (IPCO).
To provide a range of administrative and research activities, paying particular attention to supporting business processes by assessing and extracting relevant data from Force information systems and supplying accurate and relevant information for Senior Management in a timely manner. To audit and maintain data within force information systems, adhering to procedures relating to; Management of Police Information (MoPI); Criminal Procedures & Investigations Act (CPIA); Data Protection Act (DPA); Regulation of Investigatory Powers Act 2000 (RIPA); Investigatory Powers Act 2016 (IPA); Police Act 1997; Associated Codes of Practice and the associated data quality standards thereby minimising corporate risk.
The successful applicant will create and design workflows, user permissions groups and environments for all elements of covert policing legal applications, dealt with by the CHARTER system. Ensuring features are correctly enabled and configured and provided to front line officers and provide greater flexibility and use of the system.
What skills and experience do we need you to bring to the role:
The successful applicant will be required to provide a range of supervisory, administrative and research activities, paying particular attention to business processes by assessing and extracting relevant data from Force Information Systems and supplying accurate and relevant information to Senior Management in a timely manner. They will also audit and maintain data within Force Information Systems.
Individuals must be computer literate and competent in Microsoft applications and be experienced in using a variety of information management systems. They should also have experience in using local policing systems such as Niche RMS, Charter, PNC and PND or be prepared to undergo and successfully pass such training. They must be able to develop, implement and monitor policies. They must have a working knowledge of the Data Protection Act 2018, Computer Misuse Act 1990 and appreciate the restrictions involving data security. Have a good practical and theoretical knowledge of MOPI, CPIA, GDPR, RIPA, IPA, Police Act & respective Codes of Practice.
Previous experience working in the covert policing arena would be advantageous.
Successful applicants will require the highest individual standards of confidentiality, honesty & integrity. The successful candidate must be prepared to undergo vetting to MV/SC levels.

Qualifications
Must have a good standard of education to at least GCSE A-C Level including Maths and English or be able to demonstrate equivalent skills and abilities.
Skills
Must be willing to undertake specialist training and obtain the necessary technical accreditations for the role.
Must be computer literate and proficient in Microsoft applications and be experienced in using a variety of information management systems with a high standard of keyboard skills including speed and accuracy.
Have experience in using local policing systems such as Niche RMS and Charter or be prepared to undergo and successfully pass such training.
Have experience in using national policing systems including PNC and PND or be prepared to undergo and successfully pass such training.
Must be able to develop, implement and monitor policies and maintain quality standards at a national and local level.
Excellent oral and written communication skills and be able to communicate complex information effectively to diverse audiences.
Knowledge
Must have a working knowledge of the Data Protection Act 2018, Computer Misuse Act 1990 and appreciate the restrictions involving data security.
Must have a good practical and theoretical knowledge of MOPI, CPIA, DPA, RIPA, IPA, Police Act & respective Codes of Practice.
Demonstrate knowledge, understanding and proficiency in the use of Charter, NICHE & PNC.
Awareness of the importance of data quality and the potential effect on the business.
Must have an understanding and sound practical knowledge of the key principles and requirements of records management legislation.
The following will be desirable to the role.
Qualifications
Hold or have previously held SC/MV vetting.
Skills
Welsh Language Level 2 - Can understand the essence of a conversation in Welsh and can convey basic information and respond to simple requests in Welsh. Can use Welsh to transfer telephone calls. Can introduce oneself and others by name, role, and location/organisation. Can contribute in a meeting partly in Welsh.
Knowledge
Knowledge of a policing environment and an awareness of South Wales Police systems and processes.
Previous experience working in the covert policing arena.
Previous experience of working within Information Governance or Data Compliance role.
Previous experience of working with or configuring SQL database operated programs (of which CHARTER is one).
Must have practical knowledge of covert policing processes and methodology.
Formal personnel or management qualifications.
