PURPOSE OF THE ROLE:

 

To personally manage and risk assess on a daily basis convicted Registered Sex Offenders to ensure they comply with the Sexual Offences Act 2003 and to protect vulnerable members of the public from being sexually abused by these offenders.

 

MAIN RESPONSIBILITIES:

 

  • To be trained and accredited to the national standard in the Management of Sex Offenders and Violent Offenders (MOSOVO) including the Active Risk Management System (ARMS). Robustly manage a case load of Registered Sex Offenders (RSO’S) and violent offenders using knowledge of and in accordance with the Sex Offences Act 2003, solely making key decisions in order to safeguard vulnerable members of the public.

 

  • To be trained to national standard and accredited in the use of VISOR (Violent and Sexual Offenders Register) and to protect the integrity of this highly sensitive system.  To be responsible for the management of allocated Sex Offenders VISOR records including the input of information and intelligence. Ensure that VISOR records are continually updated and visits to RSO’s are conducted within the set timescales.

 

  • To conduct initial, scheduled and unannounced visits to RSO’s. Implement the ARMS method to gather key information such as their offending behaviour, sexual fantasies and grooming processes in order to complete a thorough written risk assessment. Rationalise an appropriate risk level and be responsible for designing and implementing a management plan in order to reduce risk to vulnerable members of the public and protect the Force reputation. Monitor the progress of and accurately record the results of interventions and continuously review the risk assessment and risk management plan so that they reflect and target the current risks.

 

  • To either respond to information or use professional knowledge and judgement to identify factors that may increase or decrease the risks RSO’s pose to themselves and to vulnerable members of the public. Promptly identifying and acting on safeguarding concerns, making decisions on disclosure requirements and where relevant applying for authority from an Inspector to disclose sensitive information in accordance with force policy and with impact on the force reputation considered. Where necessary provide risk assessments to Universities, Colleges and Churches then attend Disclosure Panels to determine the suitability of sex offenders for their environments.

 

  • During visits proactively investigate in order to identify offences RSO’s may be involved in or have committed. Question them to establish if they have complied with their civil orders or sex offender notifications. Examine media devices belonging to them; such as mobile phones and computers. When necessary seize any device under section 19 of PACE. Support Police Officers in conducting section 32, section 18 and warrants searching and seizing any material that may be connected to criminal offences.

 

  • To fully investigate any offences committed by RSO’s, including conducting formal interviews under PACE, building case files, preparing evidence and liaison with the Crown Prosecution Service (CPS). To attend Court and provide evidence where necessary.

 

  • To organise proactive investigation or covert surveillance on RSO’s who have been identified as being of a particular high risk of re offending. This includes making applications and complying with the Regulation of Investigatory Powers Act 2003 (RIPA).

 

  • To be trained to the national standard and accredited in identifying and grading indecent images of children, extreme and prohibited images and trained in the use of digital intelligence systems, such as CAID, GRIFFEYE, Cellebrite and XAMN, in order to organise and undertake the digital forensic triage process where suitable. Risk assessing to make decisions on which exhibits are a priority for investigation. Access, manage and analyze digital data, including indecent images/videos, downloaded from devices and prepare evidential reports to support a criminal prosecution. Ensure continual professional development particularly in areas such as changes in technology, legislation and data acquisition methods.

 

  • To have a clear understanding of the roles of national partner agencies such as MAPPA, Probation, Social Services, Mental Health and Housing. Acting as lead agency engage and co-ordinate these partners in the case to appropriately target risk where circumstances dictate. Establishing, maintaining and influencing close effective working relationships in order to communicate, discuss and negotiate the management of RSO’s and protect vulnerable members of the public.

 

  • To represent the Police at the Multi Agency Public Protection Arrangements (MAPPA) panel and Child Protection Conferences (CPC), actively participating in multi-agency decision making that impacts force activity and management of RSO’s to ensure safeguarding of vulnerable members of the public and the force reputation.

 

  • Proactively assess the need for necessary amendments to or new Court Orders in order to minimise risk identified during management of RSO’s and protect vulnerable members of the public. To investigate, collect evidence, interview, take statements from witnesses, prepare evidence, decide on necessary prohibitions and apply to the Courts for Sexual Harm Prevention Orders (SHPO) and Sexual Risk Orders (SRO). To attend Court and give evidence to the Court in any of the above applications.

 

  • Using specialist knowledge, experience and training, analyse and review all information and intelligence held on force systems relating to an RSO. Considering victim impact collate and produce a comprehensive report for the Superintendent consisting of an assessment of the current risk the RSO poses to vulnerable members of the public and a recommendation on whether an RSO should be removed from the sex offender register with the impact on the force reputation considered.

 

  • To investigate, collect and prepare evidence (by liaison with overseas forces) for any person convicted of a sexual offence overseas. To build court files and organise the summonsing to court, liaise with the CPS, attend and give evidence to the court to have the offenders placed on the Sex Offenders Register. Liaise with the Border Force Agency concerning the foreign travel of RSO’s, making decisions on what information is necessary to disclose to their countries of destination.

 

  • Using specialist knowledge, training and experience provide advice, training, guidance and support to internal and external agencies involved in dealing with RSO’s and suspects of sexual offences. Including dissemination of intelligence and bulletins force wide.

 

NOTE:

 

The job description reflects the major tasks to be carried out by the post holder and identifies a level of responsibility at which the post holder will be required to work.  In the interests of effective working any major tasks may be reviewed from time to time to reflect the changing needs and circumstances.  Such reviews and other consequential changes will be carried out in consultation with the post holder.  The post holder will also be required to carry out such other duties, as may be within the general scope of the post.

 

CONDITIONS OF SERVICE:

 

The appointment will be full time and subject to the conditions of service of the Police Staff Council.

 

The annual leave entitlement is 23 days with an additional 5 days after 3 years continuous service.
