The salary is broken down as £56,911 basic salary, which will increase annually until you reach the top of the scale £69,342 Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Job Summary
The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced, therefore change is at the heart of CT. Working within CTPHQ, the Portfolio Planning & Resourcing Lead is part of the Change Pillar. The Change Pillar within CTPHQ is responsible for overseeing change activity across the CT Network
Working within CTPHQ Change Pillar, the Portfolio Planning & Resourcing Lead will be responsible for the day-to-day ownership and implementation of the approach, product sets and standards to manage plans and portfolio resources across the national and London Counter Terrorism Policing Headquarters (CTPHQ) Change Portfolio of projects and programmes.
Role Position within the CTPHQ Change Pillar
The Change Pillar manages the delivery of the Counter Terrorism (CT) and Protective Security (PS) Policing Change Portfolio to meet our strategic objectives. It is split into 5 teams: Portfolio Management Office (PfMO), Business Change, Project and Programme Management (PPM), Business Design and Assurance and Standards. The Planning and Resourcing Lead works within the Portfolio Management Office which provides support to the programmes and projects in the CTP Change Portfolio.
This role will report directly to, and be managed by, the Band A Head of Portfolio Office.
Job Purpose
The role oversees all national and London CT & PS portfolio and programme planning, scheduling and resource planning. This involves maintaining effective planning and resource management approaches and processes, enabling effective decision making at all levels and liaising with senior stakeholders across change, in particular key enablers across the national and London CT & PS change portfolio to ensure a holistic approach to planning and resource management, ensuring the right resources are available to effectively deliver the Change Portfolio and projects forecast activity with robust, realistic and well-managed schedules.
The role holder is also responsible for provision of a centre of excellence for Planning and Resourcing Management, including the provision of tools, training, guidance and quality assurance at portfolio, programme or project level across the national and London Counter Terrorism & Protective Security (CT & PS) portfolio, including both centrally managed projects and programmes and those managed at Regional level, and for the provision of specialist benefits management expertise to the CT Policing Executive and the national CT policing network.
Sitting under the team structure of the Portfolio Management Office (PfMO), the role holder acts as both the Portfolio Management and Centre of Excellence lead for Planning and Resourcing and will:
- Lead the creation and application of portfolio standards (in developing and managing plans, schedules and resource plans, including facilitation of workshops and internal upskilling.)
- Drive the development of the tools, templates and guidance for planning, scheduling and resourcing at project, programme and portfolio levels.
- Own Portfolio-level planning and resource management controls.
- Champion best-practice standards in planning and resourcing across the National CT/PS Change Portfolio.
In periods of high demand there could also be a requirement to provide support to the Portfolio Reporting & RAID Lead or the Portfolio Benefits Lead.
Key Responsibilities
Key responsibilities for the Portfolio Planning & Resourcing Lead are:
Leadership:
- Lead by example in creating and embedding an inclusive team culture in the specialism where everyone understands their role in delivering CTPHQ’s portfolio of change.
- Ensure the team is resourced with people who have the required skills, experience and motivation to do their roles effectively.
- Role model expertise and provide development to Band Cs to deliver best-practice support to the portfolio.
- Be the go-to expert for planning and resourcing across the portfolio, providing guidance, signposting and capability building.
- Promote effective working relationships with Programme Managers, (Senior) Project Managers, Regional Change Managers and others to ensure good planning and resource management practices are embedded either at portfolio, programme or project levels, both nationally and regionally, as appropriate.
Portfolio Management:
- Ownership of the national and London CT & PS portfolio plans, managing the sequencing of key change programme and project activities and deliverables, and ensuring that all milestones and internal and external dependencies are identified, logged and monitored, and that resources are appropriately forecast and assigned to enable project/programme delivery.
- Lead the Portfolio Management Planning & Resourcing function by applying advanced knowledge in the technical/professional discipline of planning and resourcing, across the portfolio, providing meaningful insights and challenge to senior leadership
- Champion and implement portfolio planning and resource management to enable CTPHQ’s Change Portfolio to be ‘best in class’ against Government Project Delivery Profession’s industry standard
- Direct, monitor and report on the application and consumption of resources ensuring progress is highlighted and any issues are appropriately escalated and mitigated.
- Lead effective management of the demand and supply of resources to deliver the CTPHQ Change Portfolio including providing accurate information on the availability, forecasting, succession planning, recruitment, on-boarding of portfolio resources
- Overall management of portfolio level planning and resourcing processes across CTPHQ change portfolio, maintaining structure and control at all levels and liaising with senior stakeholders across change
- Create a single collective picture of each programme, and the portfolio, analysing inputs from risks and issues, benefits and planning
- Encourage close working with the Reporting & RAID and Benefits teams to track key milestones and highlight dependencies in the change delivery portfolio, understand how these contribute to delivery of benefits and how any changes affect the risk profile.
Centre of Excellence:
- Lead the Planning and Resourcing Centre of Excellence function
- Own the Centre of Excellence development roadmap for the planning and resourcing specialisms and lead on the continuous improvement of Portfolio Planning and Resourcing practices
- Lead and manage the creation, continuous improvement, and consistent use of planning and resourcing tools, templates and processes across the portfolio, setting and communicating processes, embedding best practice techniques and standards
- Work closely with the portfolio leadership team, project and programme managers and external Portfolio stakeholders to understand the planning needs across the portfolio
- Lead the development, maintenance and implementation of robust, effective and efficient planning and resourcing approaches and processes, and provide associated guidance and tools required, at portfolio, programme and project levels.
- Provide overall direction and expertise for planning and resourcing by ensuring the provision of planning and resourcing tools and products for monitoring areas such as project milestones, overview plans and timelines, and being responsible for ensuring these are reviewed within programmes and projects and on a regular basis.
- Ensure that there is effective provision of hands-on support and guidance to the programmes across the specialisms, ensuring consistency of approach, ways of working and processes, and that planning and resource management standards and practices are adhered to across the CT & PS change portfolios at all levels, working with Project and Programme PMOs to achieve this
- Enable effective governance and decision making through the provision of best-practice guidance on planning and resource management at project, programme and portfolio level
- Use experience and lessons learned to provide best practice guidance to support successful delivery of the projects and programmes within portfolio.
- Provide planning and resourcing expertise at national and London CT & PS portfolio level, and act as a ‘critical friend’, ensuring controls are robust, realistic and achievable.
Whilst sitting under the team structure of the Portfolio Management Office (PfMO), the post holder could be tasked to directly support projects or programmes in periods of high demand, when requested, to provide hands on specialist support and advice to Programme and Project Managers in in the development and management of effective planning and resourcing controls.
The post holder will be expected to work closely with other roles in the PfMO to enable effective delivery of the Change Portfolio in an efficient and effective manner.
