Wales Coverage & Resilience Lead – Joint Emergency Service Group
This is a full-time secondment opportunity (2 years with a possible further 2-year extension).
Eligibility: Applications are welcomed from individuals eligible for Police Chief Inspector, Fire & Rescue Service Group Manager or WAST Locality Manager.
Location: The role is peripatetic / homebased, or to remain in host service office, but it is expected that a proportion of time will be spent at the ESMCP Office locations, currently in London and Bristol, with an equivalent need for time to be spent on ESMCP business and with Welsh Government and the stakeholder communities across Wales. The exact time and proportions will vary and change as the Programme develops and the focus of activity and need naturally changes.
Salary: Salary commensurate with rank
The post-holder will remain employed by their home service and seconded to the JESG ESMCP Team. Line management will be provided by the home services whilst direction will be provided by the JESG ESMCP SRO. Close working with the senior leadership team of ESMCP will be imperative.

Who are the ESMCP and what do they do?
ESMCP will deliver the Emergency Services Network (ESN), the next generation of secure and resilient emergency services communications in Great Britain (GB), with integrated critical voice, mobile broadband data and significantly more capabilities than the current Airwave system. Beyond the three emergency services (3ES), this also involves a number of public safety bodies, civil contingency organisations, devolved governments and other government departments. ESN will in part replace services delivered by Airwave and, where appropriate, those procured locally from commercial mobile operators, as well as offering increased capabilities.
An exciting opportunity exists to significantly contribute to supplying mission critical communications for the emergency services in Wales. Joining an established Joint Emergency Services Group Team to help manage and deliver part of the emergency services safe systems of work.
The JESG team work hard to ensure that the Home Office as prime supplier deliver an operationally fit for purpose Emergency Services Network. This is a complex and multifaceted Programme with commercial, technical, operational and delivery problems.
What does a Wales Coverage & Resilience Lead – Joint Emergency Service Group do?
The post holder will be the Emergency Services Mobile Communications Programme (ESMCP) Joint Emergency Services Group Wales (JESG Wales) Coverage and Resilience Lead. The post holder will be part of a small team working on behalf of JESG on ESMCP. The post holder will work to the ESN Senior User (Wales) and work closely with Welsh Government (as Funding Sponsor Body for devolved organisations), providing assurance on the operational acceptability of the solution.
There will be a need to develop good relationships with the ESMCP Coverage portfolio director, a Home Office Civil Servant, as well as the wider ESMCP Programme Team at the Home Office and other emergency service and allied colleagues. Owing to the diverse nature of governance in Wales; including both devolved and non-devolved organisations; close collaboration with the NPCC ESN and Airwave Team (NEAT) will be vital.
The Wales Coverage & Resilience lead will report to the ESN Senior User (Wales) and provide expert advice and guidance through the JESG’s wider governance and structures.
